ATTENTION ENGINEERING PROFESSIONALS!ATTENTION ENGINEERING PROFESSIONALS!The Ministry of Transportation, Northeast Operations seeks an enthusiastic, results-oriented leader to direct staff involved in the delivery of the regions maintenance and construction program by administrating construction and maintenance contracts.Your construction, engineering and leadership expertise, as well as your diverse and broad experience in management, civil engineering and contract management, will assist you in delivering a multi-year maintenance and construction program through in-house staff and external consultants.

  • Lead the delivery of effective highway maintenance across Northeastern Ontario, through staff oversight of large-scale maintenance contracts.
  • Provide expertise on contract matters and ensure consistent management of contracts
  • Provide advice and support on a range of managerial, technical, and contractual matters related to construction and maintenance contracts
  • Handle complex issues related to contract administration, interpretation, performance and disputes
  • Undertake special assignments or studies involving such issues as service delivery methods and related staffing and organization
  • Review contract standards
  • Implement new technologies related to construction and maintenance

  • You are a current member of the Professional Engineers of Ontario (PEO).
Leadership Skills:
  • You demonstrate the leadership behaviours, attributes and mindsets to lead the OPS into the future.
  • You have proven leadership and managerial skills to effectively supervise and develop professional, technical and support staff and resolve personnel problems and staff relations issues.
  • You have demonstrated negotiation skills and can provide contracts engineering guidance to resolve disputes with consultants and contractors.
  • You have demonstrated ability to identify and provide direction in the resolution of complex and contentious issues.
  • You have a passion for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of organizational design, recruitment, talent and performance management and labour relations matters.
  • You have the ability to be responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related services.
  • You have sound judgement and political acuity skills to provide authoritative advice and guidance to senior management.
Technical Knowledge:
  • You have advanced knowledge of civil engineering theories, principles and practices related to construction and maintenance of highway facilities.
  • You have experience in the design, maintenance and construction of transportation corridors and structures.
  • You have knowledge of administrative and engineering policies, procedures and standards governing construction, maintenance, and contract administration.
  • You have strong analytical skills to assess recommendations for technical adequacy and consistency with government policies.
Project Management Skills:
  • You have the ability to gain knowledge of Ministry policies, directives and standards governing administrative and financial procedures and processes, specifically related to monitoring construction and maintenance contracts and operations expenditures and invoicing and to negotiate payments.
  • You are able to work under pressure to meet deadlines.
  • You have initiative and problem solving skills to assess and solve complex engineering problems.
  • You have well-developed organizational, management and interpersonal skills to supervise a diverse construction and maintenance staff, and represent the Ministry in a geographic area with respect to construction and maintenance matters.
Communication and Interpersonal Skills:
  • You have demonstrated ability to develop and maintain respectful, ethical and trusting relationships with internal and external stakeholders, with a high level of integrity.
  • You have demonstrated ability to identify and provide direction in the resolution of complex and contentious issues with tact and diplomacy.
  • You have strong written communication skills to oversee the preparation of project reports and recommendations, briefing documents, and executive correspondence on operational issues, and leads presentations and briefs to senior management.
