  • Develop action plans to accomplish strategic and operational requirements
  • Administer, manage and negotiate funding and monitor and evaluate service providers and the service planning process
  • Provide policy and program direction, expertise and advice to agencies within the North Region
  • Coordinate community responsive services consistent with ministry priorities, direction and legislative requirements
  • Work with government and non-government agencies to resolve complaints, develop creative solutions and responses to service challenges and enlist collaborative partners
  • Prepare complex briefing notes within tight deadlines to provide information and advice to senior management
How do I qualifyMandatory
  • You must possess oral and written French language skills at the advanced level. Your proficiency level will be confirmed before hire.
Negotiation, Influencing and Stakeholder Relation Skills
  • You have consultation skills to deal with critical incidents, resolve compliance and service issues, and resolve conflict between service providers and clients.
  • You have negotiation skills to reach agreement on annual service contracts with transfer payment agencies for funding, service targets/outcomes, service descriptions and accountabilities.
  • You have interpersonal and influencing skills to work with agencies, municipalities and other community stakeholders to provide information on legislative and program requirements and manage change.
  • You have a proven ability to plan and collaborate with community partners and stakeholders to establish approaches and protocols for service delivery within and across organizations, service sectors, levels of government etc.
Analytical, Evaluative and Problem-Solving Skills
  • You have analytical skills to assess the impacts of agency decisions, identify and resolve service gaps, determine risks and mitigation strategies, analyze service plan submissions and recommend funding allocations.
  • You have evaluative skills to review a range of financial and operational information, evaluate service delivery capacity and apply benchmarks to assess agency performance.
  • You have problem-solving skills to develop options, plans and creative solutions to resolve funding, compliance and service issues with agencies and stakeholders.
Technical and Program Delivery Knowledge
  • You have knowledge of public administration, organizational theory and practices, community development, social service delivery by transfer payment agencies to promote effective business planning and accomplish strategic and operational requirements.
  • You have knowledge and understanding of municipal and social services issues and of government priorities related to areas such as violence against women and/or children services.
  • You have knowledge and understanding of all areas of business administration, including organizational theory and practices, management principles and budgeting.
  • You are able to interpret and apply relevant legislation, policies and programs.
Communication Skills
  • You have strong written communication skills to prepare correspondence, presentations, reports and respond to information requests.
  • You are skilled at organizing and conveying complex information in order to provide clear advice, recommendations and briefings.
  • You have demonstrated experience in giving public presentations and facilitating and engaging a range of stakeholders and groups.
Project Management, Organizational, and Computer skills
  • You have demonstrated experience in managing and leading projects.
  • You have the skills and ability to develop and implement plans, monitor progress and monitor project deliverables.
  • You can effectively balance a demanding workload in a team environment.
  • You are proficient with computer applications for word processing, presentations, graphics and spreadsheets.
