Job Description

The Natural Resource Disaster Management Review (NRDMR) is a comprehensive review of all Ministry of Natural Resources and Forestry programs and services relating to natural resource disaster management (NRDM) including Order in Council (OIC) assigned roles across all pillars of disaster and emergency management, e.g., prevention, mitigation, preparedness, response and recovery. The goal of the review is to make recommendations towards ensuring that the Emergency Management (EM) programs are appropriately positioned to effectively support the ongoing needs of Ontarians within the broader context of Provincial EM.The Natural Resource Disaster Management Review Unit is looking for multiple individuals who are interested in helping to lead the Ministrys recovery and renewal efforts. Working within the small Unit team, the ideal candidate will apply and expand their leadership, facilitation, and analytical skills by developing strategies, leading internal and external engagement, and leading ministry-wide working groups. The ideal candidate has expertise in project management, including Lean and agile methodologies and who can lead the review and analysis of policies legislation and programs. Based on this review and analysis, the successful incumbent will also lead/support development of strategic recommendations to further the goals and objectives of the Ministry and the OPS. There is also an opportunity to develop partnerships and relationships with various internal and external stakeholders and consultants as you lead and support research, client workshops (internal and external), and project management. The review team will be comprised of individuals with experience in a variety of subject areas and will be working from various locations in the province. Much of the team meetings and work will be carried out virtually using collaborative online tools.Please note the successful candidate can work from any of the following locations:

  • engage directly with clients and staff in user research to understand their needs and incorporate their feedback into the development of new digital services
  • provide project management expertise and advice to management on the performance and execution of the ministrys renewal initiatives
  • support the development, implementation and application of project management methodologies, tools and supporting processes across the ministry
  • encourage a culture of continual project management improvement by providing learning and development opportunities.
How do I qualifyProject Management, Change Management and Strategic Expertise:
  • You can identify the appropriate project management methodology (ex. agile) to manage multi-phased projects, including principles (ex. lean), standards, techniques, controls, best practices and tools that should be adopted.
  • You can identify, analyse and conduct the appropriate level of planning, tracking and monitoring required to achieve the projects goals and objectives.
  • You have knowledge of Change Management principles and strategies.
  • You can align projects and initiatives to the ministrys strategic plan, provide strategic expertise and report back on key performance measures.
Analytical and Problem-Solving Skills:
  • You can assess project information, as well as environment, in order to understand the risks and issues that need to be planned for, managed, and responded to during project planning.
  • You can develop and manage the project plan, including timelines, deliverables, milestones and resources that consider and address potential risks and issues, as well as assumptions and constraints.
  • You can apply sound logic from past experiences to create innovative solutions.
Interpersonal and Communication Skills:
  • You can foster and maintain effective relationships with a variety of stakeholders.
  • You can apply consultation, negotiation and mediation skills when providing expertise and advice during the planning, development, and implementation of projects.
  • You can develop a variety of project management-related written materials such as business cases, project reports, learning and presentation materials, and issues and briefing materials.
Leadership Skills:
  • You can provide constructive and supportive guidance and coaching to develop and enhance the project management knowledge, skills and abilities of others.
  • You can provide advice and/or support to project teams, and senior management in order to inform decision-making and delivery of initiatives and projects.
