Job Description

The Strategic Programs Unit of the Ministry of Northern Development is looking for experienced, dedicated individuals to play a critical role in managing multiple, concurrent high-profile projects and initiatives. The work location will be determined based on the successful candidates.About the UnitThe Strategic Programs Unit (SPU) provides policy advice, project support and leads the implementation of strategic and economic development planning initiatives and framework for northern Ontario.   • Participate in policy analysis, and contribute to program development and planning processes in support of economic development/planning and strategic initiatives
  • Provide strategic advice to senior ministry officials on development and implementation of strategic initiatives affecting Northern Ontario
  • Plan and facilitate discussions with ministry agencies, northern partners and stakeholders to exchange information, and build consensus and support
  • Oversee all aspects of project management, including defining goals, planning resources, and monitoring project progress and achievements
  • Provide strategic project management guidance and expertise to senior management
  • Develop and prepare various reports, papers and communication materials, and make presentations to internal/external stakeholders
  • Provide analysis and assessment of a broad range of current and emerging economic issues/opportunities and socio-economic trends
How do I qualifyPolicy and Project Management Skills:
  • You have demonstrated expertise in development of policy options and in leading the development of new policy and program initiatives.
  • You have knowledge and skills in policy and program development to provide leadership and expertise in program development and implementation.
  • You have knowledge of project planning and possess project management skills to plan, lead and conduct studies and consultations within tight deadlines.
Analytical and Issues Management Skills:
  • You have analytical and issues management skills to conduct policy and program analysis, anticipate problems and issues, and provide options and recommendations.
Stakeholder and Communication Skills:
  • You have effective engagement and consultation skills to develop key relationships with various northern partners (internal and external).
  • You demonstrate conflict resolution skills to resolve outstanding issues and concerns associated with projects and initiatives.
  • You have demonstrated oral and written communication skills to prepare business cases, status reports, briefing materials and to deliver presentations to senior management and stakeholders.
  • You have tact, diplomacy and political acuity when dealing with officials at all levels.
Technical Knowledge:
  • You have knowledge of economic development tools, programs and initiatives, and social and political factors that impact on Northern Ontarios economy.
  • You have knowledge of Indigenous communities and their governance structures.
  • You have knowledge of financial processes and practices to assess funding requirements and financial impacts of initiatives and/or business strategies.
