Job Description

  • Lead and coordinate science and research projects
  • Develop project design, plans and methodology, terms of reference and implementation schedule
  • Identify and manage issues for all assigned projects
  • Lead the development of a long-term strategic direction for the ministrys fire science program
  • Coordinate the development and act as principle author of a strategic science business plan, ensuring integration of science delivery
  • Maintain the science business plan by overseeing annual updates and amendments, and identifying and analyzing the needs of the science agenda
  • Lead the priority setting process for ministry fire science priorities
  • Lead the budget allocation and review process for research projects and programs
  • Lead procurement and asset management initiatives for the fire science program
  • Ensure science considerations are included in information management, information technology, and operational policy decisions
  • Coordinate the implementation of the science quality management system
  • Provide strategic work planning, leadership and technical guidance to staff within the science team
  • Lead the development of decision support tools and processes, analytics, and long-term fire risk modelling
  • Support operational predictive service and associated decision support and risk modelling during wildland fire emergencies
  • Represent the Ministry on national and multi-jurisdiction strategic science planning and research initiatives
How do I qualifyBusiness Knowledge:
  • You have knowledge of wildland fire science, research, decision support and the application/utilization of science in field operations and practices
  • You are able to lead and coordinate strategic science planning to ensure wildland fire and emergency management policies, practices, and planning activities are strategic and integrated
  • You have knowledge of Government/Ministry business planning processes and methodologies
  • You have knowledge of program and policy decision-making and approval processes to develop and implement science and research business strategies and plans
  • You have knowledge of development and incorporation of performance measures, strategic planning, risk management, training and implementation of scientific research and associated operational integration
Technical Knowledge:
  • You have knowledge of Government/Ministry policies, legislation and regulations pertaining to wildland fire, emergency, and natural resource management
  • You are able to interpret science needs that are relevant to policy development and evaluation, and to ensure legislative compliance
  • You are proficient with computer software, including Word, spreadsheet, project management and database applications
Leadership and Project Management Skills:
  • You have knowledge of project planning/management methodologies, guidelines, standards and processes
  • You can lead and coordinate large, multiple projects
  • You can direct and coordinate the work of project teams and working groups and provide technical/functional direction and expertise to science working groups and committees
  • You can provide leadership, direction, guidance and support to staff assigned to science projects and reviews, program administration and related activities
Risk Assessment and Analytical Skills:
  • You have knowledge of risk assessment and risk management principles and methodologies to evaluate and mitigate risks associated with projects and reviews
  • You have knowledge of analytical methods and techniques to develop science strategies and science project plans/approaches
  • You can evaluate strategies, policies, plans and proposals and determine their relevance to branch needs and science direction
  • You are able to evaluate provincial wildland fire and emergency management science needs, and incorporate them into research and science strategies
Communication and Stakeholder Management Skills:
  • You have excellent written communication techniques to prepare and edit reports, agreements, options papers, business cases, briefing notes, presentations, correspondence and other documentation
  • You are able to advise and present options and recommendations to management, and discuss and resolve issues
  • You have effective interpersonal, consultation, facilitation and advisory skills to develop and maintain effective working relationships and partnerships
  • You can negotiate solutions to issues with internal and external partners, and can convince stakeholders to accept an alternative response to an issue
