Job Description

This posting is for 2 Permanent Full-time positionsReporting to the lead Corporate Security Advisor, this position is the subject matter expert for Strathcona County on security issues related to physical/personnel security, security, threats, risk and impact assessments, planning, training, and related policy development. The County’s Corporate Security Advisor is an experienced security professional responsible for developing and maturing the corporate security program for Strathcona County. Though positioned in the RCMP and Enforcement Services Department, the role works laterally to provide leadership, coordination, and support to all County departmentsProviding consultative advice to multiple municipal departments as well as verbal and documented security advice in response to security threats, serious security incidents including providing verbal and documented support to Corporate OH&S. Advisors will also conduct security assessments and post-investigation follow-up in coordination with multi agency law enforcement, community stakeholders and County staff.This position requires an experienced Certified Protection Professional (CPP). The applicant must either already have or must be able to quality for Peace Officer Level 2 status for the purposes of information sharing.The Corporate Security Advisor is accountable to maintain partnerships with internal and external stakeholders regarding the coordination of activities, security issues, including the exchange of intelligence information through consultation with various organizations including the RCMP and Corporate Security Services with Alberta Public Safety and Emergency Services.Responsibilities:

  • Support the development of an ERM framework for risk identification and mitigation policies specific to external impacts
  • Provide advice, research and support both internally and externally in developing and enhancing security measures for County facilities and related infrastructure
  • Play a key role in completing threat risk assessments (personnel and asset/facility based), process reviews, policy development, and conducting preventative security training and educational campaigns
  • Support Departments in the development of Department Emergency Response Plans (ERPs) and Business Continuity Plans (BCPs)
  • Development and delivery of ongoing training, education and employee security awareness programs for County personnel
  • Identify emerging security issues/risk and ensure the County is well positioned to respond
Skills and Abilities
  • Excellent written and verbal communication skills including strong computer skills
  • Strong interpersonal skills and the ability to deal with people from a variety of backgrounds
  • Manage multiple priorities and produce results in an environment with uncompromising deadlines
  • Ability to negotiate agreements, present arguments on behalf of the County and exercise judgment where compromise is often necessary to secure a positive outcome
  • Demonstrated proficiency to translate technical and security concepts into non-technical language and present effectively to large audiences
  • Maintain productive relationships with individuals and organizations at all levels of the public service and the private sector
  • Ability to handle and safeguard highly confidential and sensitive information in an appropriate manner
  • Successfully coordinate the work of professional staff, project teams, contractors, and consultants
  • Ability to work independently and in a team environment with a strong commitment to Corporate Values
Qualifications
  • Minimum of 2 years related post secondary education preferably in a recognized Public Security/Police Program plus 5 years of related high level security experience as a security advisor or working in close partnership with law enforcement
  • Professional designation as either Certified Protection Professional or Physical Security Professional
  • Crime Prevention through Environmental Design (CPTED) – Level One
  • Supervisory experience would be an asset
  • Extensive knowledge of Strathcona County Bylaws and legal authorities within the bylaws
  • Comprehensive knowledge of the Canadian and Alberta legal systems for procedures and practices, as well as all applicable Alberta Legislation relevant to Emergency Disaster Planning
  • Knowledge of the court system for proper documentation and presentation of court documents and testimony
  • Extensive knowledge of the Alberta Emergency Act, Alberta Traffic Safety Act and ICS principles
  • Knowledge of security systems and technologies, and knowledge of public security procedures, policing methods and relevant legislation and policy
Conditions of Employment
  • Eligible for RCMP Enhanced Reliability Security Clearance
  • Eligible for Alberta Community Peace Officer Appointment CPO level 2
  • Valid First Aid, CPR and WHMIS certifications
  • Valid Alberta Class 5 Driver’s license and submission of a 5-year Driver’s Abstract with less than 7 demerits
