This position provides a variety ofclerical, administrative and customer service support to the Community Planning department, and acts as a liaisonbetween customers, agencies, and staff members with regards to planning, development, building, business licensing,engineering, and other technical processes within the Community Planning Division. In addition, theCommunity Planning Assistant coordinates and performs administrative, clerical, and secretarial functions for theCommunity Planning Division.KEY RESPONSIBILITIESCustomer Service & Development Services Support

  • Contributes to the success of our team, creation of our community, and delivering outstanding customer service by
fostering the District of Squamish corporate values in their work: thinking beyond today, working together, actingwith courage and enthusiasm, doing the right thing, and striving to do better every day.
  • Follows the District of Squamish’s Customer Service Guidelines to ensure the Delivery of Outstanding Service.
  • Coordinates, administers, reviews, and processes business license applications. Interprets and approves zoning for
both business licenses and sign permits including providing final signature on business license and sign permitapplications / renewals.
  • Liaises with other departments within the District of Squamish including Fire & Rescue, Bylaw Enforcement,
Planning, and Engineering to ensure a coordinated and consistent application of the District’s bylaws, regulations,and processes, as well as external authorities.
  • Provides pre-application processing advice to customers based on applicable provincial legislation, bylaws, and
District policy.
  • Participates in the coaching, supervision, of other clerical staff; leads training for other clerical staff.
  • Provides information to clients regarding appropriate zoning, building code, sign permits, business licenses, and
other information related to development and other Community Services applications.
  • Processes development applications including opening land development applications through enhanced GIS
system.
  • Provides detailed technical information to customers regarding all development and Community Services
applications, based on statutory and District processes.
  • Contributes and recommends changes to the business license and zoning bylaws in relation to the processing of
business licenses.
  • Provides customer support for Engineering Services Clerk IV when required and as such maintains the required
appropriate understanding of the roles and responsibilities within that position.Administration
  • Keyboards a variety of documents of various length and complexity for dictation, direction or pro forma.
  • Composes correspondence and reports for completion by or signature of others.
  • Provides applicable statistical information for the public and internal departments through reports and posts on the
District website.
  • Maintains and files a variety of office records, including original documents for permanent safe keeping and
archiving.
  • Calculates fees for all applications and handles financial transactions.
  • Receives and processes applications through finance system.
  • Reconciles financial information for year-end audit.
  • Organizes team meetings including preparing and distributing agendas, minute taking and distribution of final
copies, filing of related documents, and chairing meetings with regards to building permits and business licenseapplications.
  • Schedules additional clerical assistance upon approval from management.
  • Performs Clerk 2 duties as required (e.g. lunch breaks, absences).
REQUIRED KNOWLEDGE, SKILLS & ABILITIES
  • Excellent interpersonal and communications skills and ability to deal with people in a professional manner including
in difficult circumstances.
  • Thorough knowledge of business English, basic arithmetic and modern office practices and procedures.
  • Knowledge of the operation of all office equipment.
  • Advanced computer word processing skills in Word, with minimum speed of 60 wpm, desktop publishing, advanced
skills in Excel, and intermediate skills in data base and graphics programs.
  • Working knowledge of the Local Government Act, Community Charter, BC Building Code, bylaws, and other
legislation and information related to development processes and Development Services applications.
  • Knowledge of municipal records management policies and procedures.
  • Knowledge of basic functions of financial software package with the ability to recommend changes and/or
improvements as necessary.
  • Ability to perform multiple duties simultaneously with deadlines.
  • Strong organizational and time-management skills.
  • Ability to read plans (such as building, land development, engineering, etc.).
  • Ability to take and transcribe minutes and summarize discussions.
  • Ability to orient new and casual staff to the position.
  • Ability to write content to be used for communication to the Community.
  • Excellent working knowledge of web-based Geographic Information System (GIS).
REQUIRED TRAINING, EDUCATION AND EXPERIENCE
  • Bondable
  • Grade 12
  • Certificate of Business Administration and three years’ experience in an administrative capacity or as a legal
administrative assistant
  • Two years municipal experience working in Development, Engineering, or related service area
OR
  • An equivalent combination of education, training, and experience.
