External Job PostingPosition: Financial Services SpecialistStatus: Temporary Part-Time (Duration up to 12 months fromstart date)Work Area: FinancePosting Date: November 10, 2021Closing Date: Until filled.GENERAL SUMMARYThe Financial Services Specialist is responsible for performing accounting functions and assisting the Financial Servicesmanagement team in the planning, direction, and control of the finance department. They review and approve thework of finance department staff engaged in a variety of bookkeeping, payroll, and clerical duties, and assist with thecoordination, implementation, management, and support of hardware and software used by the municipality (mostlyfinancial applications but not exclusively).KEY RESPONSIBILITIESCustomer Service

  • Follows the District of Squamish’s Customer Service Guidelines to ensure the Delivery of Outstanding Service.
  • Provides accounting advice and assistance to client departments and management.
  • Provides assistance and coverage to payroll, accounts payable, and accounts receivable as required.
Finance & Accounting
  • Performs complex accounting and analysis.
  • Maintains the general ledger, monitors and analyzes expenditures, and investigates budgetary variances.
  • Reviews and approves journal entries, sub-ledger adjustments, and reconciliations.
  • Prepares forecasts for cash management, investing, borrowing, and long range planning activities.
  • Maintains the tangible capital asset database.
  • Maintains financial records for development cost charges, latecomer, and other developer agreements.
  • Assists with the short and long term debt administration and investing activities.
  • Provides administration for risk management including the coordination of insurance programs, claims
administration, and providing advice and assistance to departments and senior management.
  • Assists with the preparation of operating and capital budgets.
  • Prepares or reviews interim financial statements and/or management reports as well as a variety of external
statutory and compliance reports.
  • Assists Finance Managers with the year-end financial statement preparation.
  • Reviews financial business processes throughout the District and initiates or recommends improvements to
achieve efficiencies and ensure strong financial internal controls.
  • Maintains the chart of accounts and assists with system security administration.
  • Coordinates and participates in special projects for and on behalf of the department.
  • Works with software providers and IT to resolve technical issues relating to financial software throughout the
organization.
  • Maintains updates and files a variety of records.
  • Performs opening and closing duties of Municipal Hall.
  • Performs other administrative and accounting duties as assigned.
Supervisory
  • Assists Managers with the review, supervision and coordination of day to day operations of the Financial Services
Department.
  • Works closely with Finance Managers to set objectives and create strategies for Financial Services.
  • Provides support to staff through training, sharing knowledge and helping trouble shoot challenging situations.
  • Involves all team members with open communication and encouragement.
  • Regularly solicits feedback from internal and external customers and employees and acts on the feedback
received.
  • Enforces policies and procedures as required.
  • Ability to mentor and oversee the work of co-workers, providing feedback and suggestions in a professional and
supportive manner.REQUIRED KNOWLEDGE, SKILLS & ABILITIES
  • Excellent interpersonal and communication skills with the ability to deal with customers in a professional manner.
  • Strong computer skills in Microsoft Office products particularly Word and Excel with experience working with
financial database software and electronic cash receipting systems.
  • Ability to interpret, analyze, and convey complex financial information, concepts, rules, and standards.
  • Possesses excellent time management skills with the ability to prioritize and manage multiple tasks.
  • Ability to work cooperatively with other departments without compromising internal controls.
  • Ability to maintain a high level of accuracy, perform mathematical calculations with speed and document audit
evidence.
  • Ability to adapt and respond to administrative and technological change.
  • Ability to interpret and comply with procedures and policies.
  • Knowledge of, and experience working with, the bylaws, regulations, statutes, and polices governing operations
of local government financial services.
  • Maintains confidentiality and comply with privacy legislation.
  • Knowledge and experience working with advanced principles, practices and standards of accounting, auditing and
budgeting.
  • Self-motivated and proactive with strong analytical aptitude.
  • Ability to interpret and convey complex information to peers and senior management.
  • Possesses a basic understanding of risk management principles and insurance programs.
REQUIRED TRAINING, EDUCATION AND EXPERIENCE
  • Grade 12
  • Bondable
  • Class 5 Drivers License
  • Undergraduate Degree - Bachelor of Commerce or Accounting Major
AND
  • CPA Designation
OR
  • Actively pursuing a CPA designation under the current program with a minimum requirement of the completion
of “core” modulesAND
  • Supplemented by a minimum of 4 years work experience at a senior accounting or financial analyst position
