Reporting to the Manager, Assessment Services, this position is responsible for the coordination and implementation of all non-residential property valuation for the City of St. Albert, ensuring that a fair and equitable assessment base is maintained for taxation purposes.Key responsibilities of this position include:

  • determine and implement strategies for the implementation of yearly workload involved in the non-residential assessment roll preparation
  • prepare land and building assessments for designated properties in accordance with statutory requirements
  • research and confirm market data information through sales validation, property inspections and communication with other professionals in the industry
  • present and explain all property assessments through inquiries from the public, ratepayers, tax agents, staff and other professionals.
  • prepare and present formal defense of assessments before the Assessment Review Board and Municipal Government Board
  • verify, analyze, code and document all sales for non-residential and multi-residential property according to standard assessment audit procedures
  • review, interpret, and apply the Municipal Government Act and its associated regulations to St. Albert’s non-residential assessment roll
This position is well suited to someone who is comfortable with a high degree of decision-making responsibility, possesses strong subjective judgment and confidence to categorize, classify, and value, land and improvements.Strong interpersonal skills are necessary as the incumbent must be willing to work both in a group environment within the department but must also be confident to work in a singular capacity.Qualifications:
  • Degree program in Appraisal/Assessment or a Diploma with Appraisal and Assessment focus or a Diploma in Urban Land Economics
  • A minimum of 5 years of assessment/appraisal experience required, preferably working with the three approaches to value
  • AMAA Accreditation is preferred. In the absence of AMAA designation, then AACI or CEA designation is acceptable
  • Membership in the Alberta Assessors’ Association is required
  • Proficient user of the Microsoft Office Suite, Internet, CAMAlot, Marshall & Swift
  • Able to demonstrate specialized knowledge of related assessment and municipal legislation, construction methods and techniques, real estate market economic and related trends and statistical techniques
  • A valid Class 5 Driver’s Licence and access to a personal vehicle for business use is required.
  • The successful applicant will need to obtain a satisfactory police information check.
Hours of Work:We offer a compressed work schedule of 72 hours bi-weekly (Monday - Friday, 8:00 – 5:00 with a regular day off [RDO] every two weeks).Compensation:$85,540 - $105,280 per annum. In addition, the successful applicant will participate in the City’s comprehensive benefit plan.INFORMATION FOR APPLICANTS:
