Job Description

The Utility Billing Technical Analyst is responsible for providing coordination, guidance, and expertise for ensuring the billing and meter reading systems are operating effectively and efficiently, and computer interfaces are functioning to accurately transfer data required for billing purposes. This position is the primary resource to provide problem solving and training on the billing and meter reading systems for Utility Billing, providing technical assistance to others working with Utilities billing software and working with departments and external vendors to resolve any issues. The Utility Billing Technical Analyst also works with the organization to ensure the billing system supports corporate requirements for data integrity and system integration with other corporate systems. This includes being a proactive and capable problem solver and change advocate, who can anticipate business problems audit processes, and recommend solutions.Responsibilities

  • Coordinate, support and maintain the billing and meter reading systems for Utilities by providing subject matter expertise (SME) to ensure billing and meter reading software and systems are operating efficiently and effectively, issues are resolved promptly, and ensure systems and processes are sustainable
  • Provide analysis and recommendations as input into decision making by the Utilities department and various billing system stakeholders
  • Liaise with various stakeholders to actively manage communication, gather feedback, and identify and resolve issues
  • Create reports using raw data for comparative analysis and provide information to other departments and Auditors
  • Plan, prepare for and implement future requirements in new developments and changes within existing areas
  • Create new service and rate codes in billing system; review and update existing rate codes
  • Manage projects associated with hardware and/or software upgrades for Utilities billing and meter reading systems
  • Develop and utilize appropriate project management documentation necessary to implement projects
  • Provide information and knowledgeable solutions regarding Strathcona County customers and utility billing to all levels of administration including management and directors
Skills and Abilities
  • Expert knowledge in utility billing and meter reading software with knowledge of water & sewer infrastructure and meter reading equipment
  • Detailed knowledge with ERP and reporting tools; experience with Blueworks Live or other process modelling tools would be an asset
  • The ability to understand electronic data paths to troubleshoot software problems and extract appropriate data for reporting and analysis
  • Strong analytical skills to ensure revenue is assigned in the appropriate cost centres through the billing system service and rate codes according to the utility rate model requirements and rates and fees schedule
  • Ability to read and understand subdivision maps to create meter reading routes to include future development and servicing and to modify existing routes to accommodate changes
Qualifications
  • A related degree with two years experience in a complex business environment or government setting, or an equivalent combination of education (diploma) and 4 years practical experience may be considered
  • Public sector, municipal utilities, or financial experience strongly preferred
  • Excellent communication skills, written and verbal, to provide knowledgeable solutions relating to utility billing information to all levels of administration including management and directors
  • High proficiency with Microsoft Office especially Word, Excel and Outlook
  • Experience with Tempest billing software is an asset
