Veolia Environnement (Paris Euronext: VIE) achieved consolidated sales of 28.508 billion euros in 2021.The Control and Instrument Technician provides their control and instrument technical expertise and supports the Swan Hills Treatment Centre (SHTC) with improving Plant efficiencies using process/design industry best practices. Participates in overseeing the day-to-day operations, collaborates with key stakeholders to identify and design control and instrument improvements, and develops thermal strategies involving the incineration plant and its auxiliary systems. The incumbent participates in reviewing the day-to-day operation, process/design improvement, and development on nonthermal strategies involving the Physical Treatment Plant, Stabilization Plant and Inventory Management Systems.This position operates within a COR, ISO 17025 certified, and OHSAS 18001 and ISO 14001 conforming plant environment and is expected to comply with all regulatory requirements. The facility operates on a 24/7 basis.Key Responsibilities:The duties of the Control and Instrument Technician are as follows, but not limited to:

  • Understands and promotes the Company #39;s, the Division #39;s, the Plant #39;s, and the Department #39;s mission statement, values, and strategic goals.
  • Proactively promotes through example a safe work ethic, attitude, and workplace. Complies with all health and safety policies, standards, and procedures to achieve a safe work environment and safety for all staff and visitors as well as the Company #39;s, Client #39;s and Regulatory Agencies safe work objectives and requirements.
  • Maintains effective working relationships and communications with peers, management, and other Company departments and staff. Effectively resolves any conflicts in a timely and respectful manner to achieve positive and healthy working relationships and workplace environment.
  • Promotes a quality-first work ethic and attitude to provide a service is of the highest standard achievable.
  • Maintains confidentiality to comply with all regulatory requirements and Company Privacy and Confidentiality policies and procedures.
  • Safely operates company owned, leased, or rented vehicles and/or mobile equipment. Incumbent is required to perform Safety Sensitive duties and responsibilities.
  • Reviews alarm printouts and identify discrepancies, reporting these to Tech. Services manager and opertions.
  • Designing and developing new control systems
  • Testing, maintaining and modifying existing systems
  • Analysing data and presenting findings in written reports
  • Managing operations of existing system
  • Working collaboratively with other engineers, operation engineers, purchasers and other internal staff
  • Liaising with clients, suppliers, contractors and relevant authorities
  • Project management within cost and time constrained environments
  • Understanding and ensuring compliance with relevant health and safety regulations and quality standards
  • Providing advice and consultancy support to engineering manager and operations.
  • Preparing equipment specification and data sheet and put requisition to purchase equipment #39;s.
  • Writing computer software and test procedures
  • Developing new business proposals.
  • Initiates process and instrument changes throughout the plant.
  • Acts as a resource to the plant for co-ordination of improvement opportunities and support during implementation of control and instrument process improvements.
  • Liaises between shifts to confirm that control and instrument related knowledge is shared and understood in the field.
  • Conducts focused studies of control and instrument operations to improve performance
  • Recommends facility improvements in instruments in response to wastes that are difficult to handle.
  • Evaluates and recommend controlamp; instruments for wastes as potential candidates for incineration based on process design
  • Prepares and/or reviews new Standard Operating Procedures for control and instruments.
  • Participates in approving, sponsoring, and initiating Management of Change (MOC).
  • Provides technical expertise where required to define necessary control, instrument and process change, including agreement between shifts prior to MOC submission.
  • Actively works to optimize the control, instrument and process to improve the plant efficiency.
  • Interfaces with operations, sales and Marketing to develop new control and instrument strategy if require
  • Participates in Process Hazard Assessment (PHA), REM and HAZOP associated with plant control, instrument operations.
  • Assists to support maintenance during major outages.
  • Assists in planning engineering project implementation to provide minimal disruption to operations during regular production periods.
  • Assists with and oversees capital projects as assigned.
  • Provides technical support to Engineering as required in design and charter preparation.
  • Supports other initiatives of the Plant to promote a healthy and positive work environment and enhance employee morale and engagement.
QualificationsKnowledge, Skills and Experience:
  • Electrical Engineering or control engineering or combination of demonstrated engineering experience, aptitude, and specific skills training.
  • Advanced process control (APC)
  • Distributed control systems (DCS)
  • Programmable logic controllers (PLC)
  • Supervisory control and data acquisition (SCADA)
  • Minimum of 2 years #39; related industrial/ residential process experience.
  • Preference for 3 to 4 years #39; related experience.
  • Strong customer service attitude and commitment to providing exceptional customer service and quality results.
  • Excellent interpersonal and conflict management skills to facilitate working effectively with wide range and number of people, including peers and manager, employees, and other departments, divisions, and management within all levels of the organization.
  • Excellent negotiation, persuasion, and listening skills to facilitate successful resolution of employee and management concerns and requests. Strong verbal and written communication skills to facilitate and promote open discussions and understanding.
  • Effective time management, decision-making, and planning and organizing skills.
  • Attentiveness to details and ability to manage a diverse workload within a fast-paced environment with changing multiple priorities and frequent interruptions.
  • Ability to work collaboratively as part of a team as well as independently with minimal supervision.
  • Proven organizational and creative-problem solving skills.
  • Stronge computer skills to operate DCS, PLC and MS Office Suite (especially Outlook, Excel, and Word).
  • Good background in control, instrument and process operations.
  • Good troubleshooting skills.
  • Ability to work on-call and outside of regular business hours as the facility is operational 24/7.
  • Ability to maintain confidentiality to comply with all regulatory requirements and Company Privacy and Confidentiality policies and procedures.
  • Ability to complete all conditions of employment including criminal record check, negative alcohol and drug test, current and clean Class 5 driver #39;s license, pre-employment medical, and background check.
Work Environment:
  • Frequent trips into production plant, fields and laboratory; may be required to climb ladders, work at heights or in confined spaces, and be exposed to various industrial hazards such as but not limited to noise, fumes, and chemicals and hazardous waste.
  • May be exposed to PCBs, Compressed/flammable gas, mobile equipment, moving equipment, rotating equipment, slip/trip/fall and electrical hazards.
  • May be exposed to hot and cold working environments.
  • May be required to wear respirator and/or breathing apparatus while in the plant and/or laboratory.
  • Despite the relatively low risk of exposure to potential waste contaminants, participation in the SHTC employee health monitoring program is required.
