Job Description

Provides technical, business, and strategic analysis in the development and implementation of life-cycle optimization and sustainability strategies for corporate fleet assets (excluding transit). Manages large data sets, implements tools and data models, and develops/adapts data sets to capture key metrics for program planning. Investigates, evaluates, recommends, and coordinates the implementation of cost effective, efficient procurement planning, solutions, and programs. Recommends renewable energy efficiency technologies and performs detailed analysis of the financial benefits and related technical, economic, and operational risks.Knowledge, Skills & Abilities Required:

  • Knowledge normally acquired through a 3-year degree or diploma in a related field (e.g., Computer Science, Business, Economics, Mechanical Engineering Technology (Mobile Equipment)), plus 3 years of directly related experience, or an equivalent combination of education and experience.
  • Knowledge of database management systems, including methods and tools to analyze and manipulate large data sets using software applications (e.g., Oracle PL/SQL, SQL Developer) and report-writing applications (e.g., Crystal Reports, Power BI, Power Plan, Perl DBI). Ability to create, edit, and compile program code and algorithms; problem-solve, test and debug software; administer divisional systems; work with web design tools; administer system security; and manage data integrity.
  • Knowledge of fleet service operations and management (theoretical and practical knowledge of vehicle and equipment technologies). General knowledge of vehicle and equipment design.
  • Understanding of management accounting, general ledgers, and net present values. Financial management skills with ability to build financial and life-cycle cost models, involving forecasting, planning capital, and minimizing risk associated with volatility and equipment failure.
  • Knowledge of and ability to comply with policies, procedures, and related legislation and regulations (e.g., Highway Traffic Act, Transport Canada Acts and Regulations, WHMIS).
  • Ability to support the management team in planning and operational decisions through applying analytical, mathematical, and research skills to design studies, manage data, develop and recommend best practice fleet management processes and practices.
  • Skill developing strategies related to fleet management protocols, life-cycle models, capital replacement benchmarking and planning, green procurement and sustainability.
  • Ability to manage multiple projects concurrently while coordinating project requirements, identifying potential difficulties and their causes, generating workable solutions, and making informed judgments.
  • Ability to work independently, meet deadlines, and achieve results.
  • Communication and presentation skills to orient other staff to policies and procedures; collaborate with Procurement staff; act as a resource to program, multi-disciplinary teams, committees, and cooperatives; liaise with clients, consult with vendors, and other organizations; provide technical expertise and guidance to the Division, client departments, and vendors; conduct presentations; provide equipment evaluations and specifications to management, client departments, and external agencies; and participate as an effective team member.
  • Ability to read and understand legislation, policy/procedures manuals, technical journals, operating manuals, reports, correspondence, and supplier information.
  • Ability to write detailed, technical reports, policies, procedures, proposals, correspondence, and user manuals.
  • Computer skills using software such as MS Office, Access, Outlook, Adobe Acrobat, web browsers, revision control, and document management.
  • Ability to travel within and outside Waterloo Region.
  • Ability to support and demonstrate the Region’s values.
