We are looking for people like you to help make it happen.The Opportunity:Reporting to the Director, Employment & Income Support, this exciting opportunity would be well suited for a person who will enjoy coaching and supporting income & support programs on their quality improvement journey, analyzing and assessing programs for quality initiative optimization and compliance for social assistance clients.Our Team:The Employment & Income Services (EIS) Team is part of the Community Services Department and is responsible for delivering the Ontario Works program (OW) and Employment Ontario Program (EO). The OW program is an employment-focused program that provides the citizens of Waterloo Region with employment, financial, and social support which improves the quality of life by increasing economic well-being, social inclusion and equity, physical and emotional well-being, and skills development. The EO program assists the citizens of Waterloo Region to achieve their employment goals and objectivesThe Opportunity:Apply your Knowledge, Skills & Abilities:

  • You will be skilled in social assistance delivery including case management and employment programming; customer service standards; quality assurance, and evaluation methodology; policy and training development; financial and budget management; and legislative compliance.
  • You are responsible for program directives, policies, procedures, reports, and collective agreements, and have the ability to conduct research.
  • You are capable to write reports, and briefing notes for the Director, Commissioner, and elected officials.
  • You will develop business processes; and prepare agendas, minutes, operational proposals, and correspondence to staff, clients, and community agencies.You are responsible to identify opportunities for improvement in processes, standards, tools, policies, etc., and share them with your team in order to improve service delivery, reduce risk, cut costs and otherwise support business strategy.
  • You will respond to political, client, and public questions and complaints; negotiate contracts; and maintain positive working relationships with clients, community/government agencies, and the public.While overseeing the administration of our program, you will provide leadership and support to contracted services and community partners.
  • You will coach, mentor, and develop an engaging staff including overseeing new employee onboarding and provide career development planningand opportunities.
  • You will lead employees to meet the organizations expectations for productivity, quality, continuous improvement, and goal accomplishment.

Apply your Experience:Our ideal candidate will have:
  • Knowledge of social assistance principles and practices; methods/approaches that contribute to provincial outcomes, program administration; normally acquired through a university degree or college diploma, plus progressively responsible management experience in a unionized social assistance environment.
  • Leadership experience including experience in training, developing, motivating staff, planning, and budget responsibilities.
  • Solid analytical, problem solving, organizational, and continuous improvement skills.
  • Strong presentation ability for internal and external groups.
  • Capability to implement and monitor compliance with the Departmental vision and philosophy for integrated customer service delivery within the organization.
  • Excellent communication and computer skills with the ability to use software such as Microsoft Office.
  • Ability to provide an acceptable Police Vulnerable Sector Check (Level 3).
  • Ability to travel within and occasionally outside Waterloo Region.
  • Ability to support and demonstrate the Region’s values.
