Job Description

Provides comprehensive real estate services for the corporation, including high volume, high value, large-scale transactions of real estate/property interests (e.g., fee simple, easements, leases, licenses), land disposals/sales, and provides/procures valuations.Strategizes, researches, and plans for complex capital acquisitions and dispositions, appraisal, internal consulting, and initiation/execution of expropriation processes. Liaises and maintains relations to facilitate/negotiate fair, mutually beneficial agreements on behalf of the Region. Provides support and expertise regarding real estate processes and options to project teams and the Division.Knowledge, Skills & Abilities Required:

  • Knowledge and skills acquired through a college diploma in a related field (e.g., Real Estate, Business Administration, Planning, Real Estate Appraisal, Law Clerk) (a real estate license and/or completion of courses required for a real estate license, IRWA or appraisal designation or completion of courses toward designation is an equivalent education), plus 3 years of directly related municipal experience.
  • Knowledge of real estate practices and procedures, including acquisition and disposal of property, and financial, math, computer, and communications skills.
  • Knowledge of and ability to comply with policies, procedures, and related by-laws and legislation (e.g., Planning Act, Expropriation Act, Municipal Act, commercial and residential tenants acts, privacy). Knowledge of procedures and operations of the Registry and Assessment offices.
  • Understanding of the requirements of working in a municipal/public sector setting, including frameworks, legislative/council processes, and related acts that impact business processes.
  • Analytical and research skills to develop, evaluate, determine, and recommend processes and practices. Political acuity skills to respond to or assist with responses to questions from the public, property owners, and their representatives.
  • Communication and human relations skills to negotiate mutually satisfactory property acquisition agreements between property owners and the Region; make recommendations and advise project teams and clients on real estate processes; and participate as an effective team member.
  • Ability to read and interpret legal documents, surveys, detailed engineering drawings, technical reports, real estate periodicals, and news relating to real estate. Ability to draft property agreements, memos, and letters. Ability to understand engineering reports.
  • Computer skills with ability to use software such as Microsoft Office (Word, Excel, Outlook, PowerPoint), and web-based information services (e.g., Municipal Connect, GIS).
  • Ability to travel within Waterloo Region.
  • May be required to alter working hours to accommodate evening/early morning meetings. May be requested to work overtime, including weekend hours.
  • Ability to support and demonstrate the Region’s values.
