Job Description

(Permanent, Full-Time)Located on the traditional, ancestral and unceded lands of the Musqueam, Squamish, and Tsleil-Waututh Nations, West Vancouver is a vibrant community on the North Shore and home to parks, beaches, and to sports, recreation and arts amenities. We are seeking employees with a passion for public service who share our commitment to creating a complete, inclusive and livable community.The West Vancouver Financial Services Division is accepting applications for a permanent, full-time Budget Officer position. Reporting to the Manager of Financial Planning, the Budget Officer provides expertise and leadership in the development and management of operating and capital budgets, financial and business planning, and reporting.Key responsibilities for this position include:

  • Assists in the development and preparation of the annual operating and capital budgets and 5-year Financial Plan bylaw.
  • Coordinates annual process to develop and publish the 5-year Financial Plan document.
  • Assists in the budget amendment and quarterly forecast processes.
  • Conducts financial analysis to facilitate the decisions of senior management; analyzing, identifying, investigating, reporting on and rectifying budget variances; review relevant reports with the stakeholders.
  • Assists with the development and implementation of financial systems and financial reporting tools to provide management information.
  • Prepares supporting information for presentation of budget and financial information to senior management.
  • Reviews payroll and labour utilization data, develop labour cost outlook, identifying key cost drivers, risk areas and recommendations on cost efficiencies.
  • Establishes and maintains effective working relationships with internal and external contacts.
  • Participates in other duties and special projects as assigned.
The preferred candidate will possess: significant knowledge of accounting frameworks and best practices; excellent analytical, communication, and leadership skills; in-depth experience with analytical & financial tools including large-scale ERP systems, Excel, and specialized data analysis/presentation software; a proven track record of driving efficiencies in the utilization of financial resources; the ability to foster collaboration in a complex organizational environment; a history of high performance & accountability for delivering outcomes while working independently with minimal detailed instruction.A Bachelor’s Degree or greater in Business Administration, Commerce or a related field and a professional accounting designation (e.g. CPA) is required and at least 4 years of related budgeting experience, requiring extensive analysis of financial information in a complex organizational environment. Knowledge of Public Sector Accounting Board standards and experience with accounting/financial reporting is preferred, as is in-depth knowledge of relevant computer applications and working knowledge of ERP systems. Strong interpersonal and communication skills are desired with the ability to provide financial advice and guidance to non-financial internal clients.The successful candidate will be required to supply an acceptable police information check and a copy of their credentials.
