Job Description

We are seeking employees with a passion for public service who share our commitment to creating a complete, inclusive and livable community.The District of West Vancouver IT Services Department is looking for a Permanent Full-time Business Systems Analyst (BSA) to join our progressive team. This is an exciting opportunity for the right candidate to join the District’s IT team in their journey to demonstrate technology leadership and innovation. Reporting to the ITS Manager, Application and Web Services, the BSA is responsible for assessing business requirements, recommending solutions, and providing application support and integration services for the District’s core municipal business. This position requires working remotely.The BSA key accountabilities include:

  • Act as a project manager in the development, re-engineering and implementation of new and approved applications; collaborate with cross-functional teams to translate business needs into system requirements.
  • Act as a liaison between departments and vendors; review system specifications, hardware requirements and system interfaces; evaluate business requests and identify technology solutions to recommend while leveraging existing business applications and systems.
  • Identify, develop, and support cross-functional business system integrations to enable a cohesive ecosystem of information systems.
  • Provide ongoing application support and maintenance for business-critical applications, conduct deep-dive
Investigations into incidents and problems to discover the root-cause and suggest opportunities to improve; assign or revoke user security and system privileges as required; establish data backup and recovery procedures.
  • Perform business, system, and data analysis to create requirements, system design proposals, cost analysis, system models, specifications, diagrams, charts, and support documentation.
  • May supervise the work of a small number of staff engaged in technical support and maintenance.
The preferred candidate will possess thorough knowledge of municipal permits, planning and finance business process with hands on experiences recommending solutions, upgrading, and implementing improvements to enterprise systems like Tempest Prospero, POSSE, or AMANDA. Experience with systems and technologies, such as SQL, EDI, Enterprise Resourcing Planning, Maintenance Management, Document & Records Management, BI reporting, cloud technologies (SaaS), and M365 would be considered an asset.The successful candidate has completed: a Bachelors degree in computer sciences or business, with considerable related experience in an integrated IT environment; or, an equivalent combination of training and experience. The successful candidate will hold a valid BC Driver’s License and is required to supply a Police Information Check and a copy of their credentials.
