Job Description

Permanent Full-TimeLocated on the traditional, ancestral and unceded lands of the Musqueam, Squamish, and Tsleil-Waututh Nations, West Vancouver is a vibrant community on the North Shore and home to parks, beaches, and to sports, recreation and arts amenities. We are seeking employees with a passion for public service who share our commitment to creating a complete, inclusive and livable community.The Purchasing Department has an immediate opening for an enthusiastic, results oriented individual for a full-time Buyer 2 to join our team. This position advises and assists departments on purchasing matters, locates, purchases and ensures delivery of a wide variety of items, and participates in the competitive bid process for major goods and services .Reporting to the Purchasing Manager, this position will be responsible for intermediate level purchasing work including:

  • Authorizes procurement of or purchases a variety of goods and services; negotiates and evaluates contract proposals and awards contracts up to a specified limit; establishes service criteria, prepares commodity specifications to facilitate competitive quotations; liaises with user departments and suppliers to supplement requirement details and specifications.
  • Prepares competitive bid documents such as tenders, requests for quotations and proposals for major items from specifications drawn up in consultation with user departments; arranges for calling of selected or advertised tenders; provides post-award administration of competitive bids.
  • Obtains bids from vendor by telephone, in writing or as formal tender as required; analyzes bids as to price, quality, quantity, future availability, call-off conditions, etc.
  • Prepares proposals and recommends supplier to user department; arranges for preparation of purchase orders and places orders as authorized.
  • Carries out special studies or projects related to purchasing operations and problems and recommends new or modified procedures as appropriate; provides assistance and advice to departments regarding purchasing matters, explains purchasing policies and procedures; maintains a variety of records, reports, files, documents and related data.
  • Ensures the integrity and maintenance of the Purchasing/Distribution Module of the District’s financial systems; performs troubleshooting and testing of software upgrades; provides training and end user support services to corporate staff.
  • Coordinates the District’s procurement card program; processes new application forms; monitors and maintains card limit changes and card cancellations; analyzes and reports on spending patterns.
  • Represents the District in the Regional Cooperative Purchasing Group; prepares and awards tender contracts for assigned products.
  • Performs related work as required.
The preferred candidate will possess:
  • Considerable knowledge of the types, quantities, sources and prices of commodities and services required by the municipality.
  • Considerable knowledge of the policies, procedures, methods, practices and laws related to municipal purchasing and stores inventory operations.
  • Considerable knowledge of the procedures and practices required of specific computer software applications as related to the work performed.
  • Sound knowledge of market conditions, price trends and delivery practices.
  • Sound knowledge of the functions and requirements of the various municipal departments served.
  • Ability to evaluate quality and price elements and determine suitability of goods and services.
  • Ability to develop and maintain effective working relationships with a variety of internal and external contacts and to provide training and end user support services to all staff as required.
  • Ability to prepare specifications, contracts and bid documents for a variety of products and services and to monitor and administer such contracts.
  • Ability to express ideas effectively orally and in writing.
A Driver’s License for Province of British Columbia is required. Post secondary courses in purchasing, finance or business administration, SCMP or NIGP designation, plus sound related experience, or an equivalent combination of training and experience would be considered an asset.The successful candidate is required to supply a police information check with vulnerable sector and a copy of their credentials and is required to be fully vaccinated against COVID-19 as a condition of hire.This posting does not list all the duties of the position, nor does it fully detail the required skills, knowledge and abilities, licenses and certificates required of candidates.
