Job DescriptionPOSITION Manager – Intercultural Centre NWT / Centre interculturel TNOPURPOSE OF THE POSITION Along with the Advisory Committee, the Manager is responsible for establishing and implementing the overall vision of the Intercultural Centre NWT. The Manager will lead the transition of the Centre from its current cooperative model to a fully independent entity. The position of Manager will eventually evolve into the position of Centre Director.SCOPE The incumbent will be based in Yellowknife, report to the Executive Director of the Fédération franco-ténoise and work with the Chair of the Advisory Committee.In its current configuration, the Centre brings together bilingual service providers for newcomers to Canada under one roof. The Centre is funded through a variety of contribution agreements between Immigration, Refugees and Citizenship Canada (IRCC) and the partner organizations that comprise the Centre.These partner organizations are:

  • College Nordique Francophone (CNF)
  • Conseil de Développement Économique des Territoires du Nord-Ouest (CDÉTNO)
  • Fédération franco-ténoise (FFT)
  • NWT Literacy Council (NWTLC)
The Advisory Committee is comprised of representatives from these partner organizations.The Centre and its partners offer direct and indirect services and programs to newcomers to the Northwest Territories. These programs and services are:Directs Services
  • Settlement Service French (CDÉTNO)
  • Settlement Service English (CDÉTNO)
  • Settlement Worker in School (SWISS) – Working closely with new students (CDÉTNO),
Bilingual
  • Information and Orientation services (NWTLC), in English
  • HIPPY (Home Instruction for Parents of Preschool Youngsters) (NWTLC), in English
  • Community Connections (NWTLC), in English
  • CFA – Yellowknife Welcoming Francophone Community (FFT), in French
Indirects Services
  • RIFTNO – Francophone Immigration Network (FFT) – supporting services to organizations and business which support newcomers, in French.
  • YIP – Yellowknife Integration Partnerships (CDÉTNO) – works closely with the City of Yellowknife, Business Partners and Government to ensure ongoing services, in English.
As the Centre is a pilot project, this position presents a significant challenge. The incumbent must be able to effectively manage the Centres transition to independence as well as the day- to-day operations, while ensuring the cohesion of the vision of the four partner organizations that are leading the project. For the time being, the Centres staff members are under the supervision of the executive director of their respective partner organizations. By 2025, staff and services will be transferred to the Centre. At the same time, the contribution agreements between the partner organizations and IRCC will be consolidated under a single contribution agreement. At that time, the Centre will be launched as an independent entity.It is essential that this be managed in a collaborative, team-oriented manner. The Manager must be tactful, diplomatic and professional and must act with the utmost discretion.RESPONSIBILITIES 1. Establish and implement the overall vision of the Intercultural Centre NWT:
  • Work to build team spirit, cohesion and a sense of ownership among service providers within the Center;
  • Coordinate and lead weekly meetings with service providers;
  • Coordinate quarterly meetings with the Advisory Committee;
  • Responsible for ensuring cohesion between service delivery;
  • Establish and maintain constructive relationships with funders: municipal, territorial and federal governments, community partners and other stakeholders
  • Establishing and maintaining partnerships with various organizations within the territory and beyond;
  • Advocate for the availability of better services for newcomers to the Northwest Territories;
  • Be the contact person for all matters related to the Centre.
2. Managing the day-to-day operations:
  • Maintain the Centres budget;
  • Tracking utilization statistics;
  • Writing financial and narrative reports;
  • Responsible for all administrative tasks and office space management;
  • Ensuring a safe work environment.
3. Develop and implement a promotional campaign designed to increase the visibility of the Centre in Yellowknife and the Northwest Territories:
  • Establish an online presence for the Centre, including overseeing a subcontractor to create a website (ongoing);
  • Manage the website;
  • Create a communications plan through the hiring and supervision of a subcontractor and ensure its implementation;
  • Coordinate community outreach.
4. Transition the Center to an independent entity. The target date is April 1, 2025.
  • Implement the strategic plan developed in 2022;
  • Review and update the Centres mandate;
  • Work with the Advisory Committee, funders and community partners to establish a
Board of Directors for the new Centre;
  • Transitioning funding agreements from current services and partners to the Centre;
  • Participate in the creation of new policy and procedural mandates for the Centre.
WORKING CONDITIONSPhysical RequirementsThis is an office-based position: the Manager will work primarily at a workstation and will occasionally move around the office. Occasionally, the Manager will be required to walk outside to attend meetings in other buildings.Environmental ConditionsThe Manager will work in a closed office environment with generally comfortable working conditions. Some travel within the Northwest Territories will be required. This travel may involve a small plane and typical Northwest Territories accommodations, including a shared room and bath. Occasionally, the Manager will travel to southern Canada to attend conferences.Mental RequirementsDue to the evolving nature of the Centre, the Manager may encounter difficult situations and pressure to deal with ongoing or new issues. It is essential that the Manager demonstrates patience and maintains an understanding, sensitive and professional attitude at all times.The Manager must manage tight deadlines and a heavy workload with competing priorities and demands. The Manager must have the ability to keep a clear head in stressful situations.   • A knowledge and understanding of the Centers mandates and policies;
  • Knowledge and understanding of the services (direct and indirect) provided by each partner;
  • A broader appreciation of the Northwest Territories and knowledge of its environmental, economic, political and social facets.
