Department InformationThe Northwest Territories Health and Social Services Authority (NTHSSA) offers challenging and exciting careers in health and social services delivery and administration in Canada’s North. Challenging work, welcoming communities, and expanded opportunities are some of the benefits offered to employees of the NTHSSA.Job InformationLocated in Yellowknife and reporting to the Territorial Comptroller, Financial Analysis, the Manager, Budget Management and Analysis is responsible for developing and maintaining the framework and systems for budgeting, forecasting, and financial analysis for the NTHSSA.The Manager, Budget Management and Analysis is responsible for the annual budget process, monthly and quarterly financial variance reports and forecasting process, financial analysis, and management reporting. This position also coordinates and prepares NTHSSA’s annual forced growth funding and supplementary funding submissions.This position provides advice and information to management in support of informed program planning and decision-making. This position collaborates on the development and management of an NTHSSA financial evaluation framework to review programs, and maintains an information base of historical funding and internal resource allocations.Critical Knowledge, Skills and Abilities:

  • Knowledge of Generally Accepted Accounting Principles and Practices (GAAP), Public Sector Accounting Standards (PSAS), Canadian Institute of Chartered Accountants (CICA) accounting policies and guidelines.
  • Knowledge of and proven skills in financial planning, analysis, information management, and reporting.
  • Knowledge of annual budget and financial cycles.
  • Demonstrate effective organizational and time management skills, including the ability to plan, coordinate, prioritize and meet deadlines.
  • Effective facilitation and presentation skills.
