Job Description

Reporting to the Manager, Supply Chain, the Intermediate Contracts Administrator will apply their contract management background to support project deliverables as assigned within HOCS Projects.Responsibilities

  • Under the direction of the Manager, Supply Chain, create contracting strategies for assigned indirect spend categories to reduce costs, increase operational efficiency and mitigate business risk.
  • Design and execute sourcing events (RFx) and analyze bidders’ proposals, negotiate and help coordinating bid evaluation process with Internal Stakeholders to make supplier selection and award recommendations.
  • Assist in the development of supplier KPI scorecards together with Internal Stakeholders and Suppliers, and help in gathering supplier performance feedback.
  • Develop and maintain collaborative relationships with both internal and external stakeholders, including driving compliance to procurement strategies, policies and processes.
  • Partners with business units and the legal team in the negotiation of contracts and agreements, including Master Services Agreements and Supply Agreements.
  • Prepare analysis and provide high level reports on data needed for strategy development including spend data, market data, business process metrics, cost modelling and sourcing opportunity analysis including development of cost models to properly calculate and further report cost savings.
  • Support ad hoc requests, including one-off tactical sourcing requirements for internal business units.
  • Work closely with the Manager, Supply Chain and project management team to identify, define and forecast contracted service requirements.
  • Execute to the approved contracting strategies within the business’ overall execution plan that result in best value for a given project.
  • Maintain contracts master data in the designated system of record.
  • Identify and leverage contracting synergies across various projects.
  • Monitor compliance with approved documents and contracts management procedures.
  • Continuously solicit feedback on contracts management services from both clients and other support service groups; make adjustments as required.
  • Provide leadership in establishing a strong safety culture within the organization, vendors, service providers, and contractors.
Qualifications
  • Post secondary education preferably in Business Administration or equivalent degree; PMAC designation, or equivalent preferred.
  • 5+ years progressive experience in negotiation, execution of contract terms, and contracts management.
  • Oil and gas experience preferred but not required.
  • Experience with both owner and EPCM organizations procurement practices.
  • Training in various related topics such as negotiation, claims management, time management, contract law.
  • Strong English oral and written communication skills.
  • Strong business analysis skills.
  • Be capable of working collaboratively with diverse functions and personalities under limited supervision.
  • Excellent organization skills; proven ability to manage a busy workload with competing priorities.
  • Enthusiastic, personable, positive self-starter with high level of attention to detail.
  • Excellent customer relations skills (with internal and external clients).
  • Ability to build and tell a story through use of PowerPoint a definite asset.
  • Maximo Contracts experience an asset.
  • Experience in drilling and completions and/or facilities contracting is an asset.
  • Legally entitled to work in Canada by way of Canadian citizenship, permanent residency or a valid work permit.
