As a senior member of the department, this position provides support to senior administrators within the Board and maintains effective relationships with funding agencies and other stakeholders that deal with the CBE.The CBE understands the future of work is flexible. In this role, you are eligible to participate in a flexible work program that allows you to work remotely for up to three days a week. A minimum of two days must be in the office. At certain times, you maybe be required to work in the office more then 2 days per week based on operational requirements.What will you do

  • Provides proactive leadership to the Corporate Planning and Reporting team. Evaluates client needs and determines resources needed to fulfill them. Establishes business processes that achieve efficiencies and effectiveness of the work unit, and ensures compliance with accounting best practice and optimization of organizational budgeting practice.
  • Oversees the facilitation of the Resources Allocation Method (RAM), which enables the allocation of preliminary resources to schools as part of the annual budgeting process in the spring and also enables the actual allocation of resources to schools in the fall, following the finalization of actual enrolments.
  • Responsible for maintenance and operation of the RAM formula table to accurately allocate school based salary and benefit charges to their proper general ledger accounts.
  • As a key member of the Corporate Finance management team, is consulted in decision making, planning, establishment of goals and objectives and overall co-ordination of the Department. Establishes objectives, formulates policy and sets standards in the area of Budget and Corporate Reporting on behalf of the organization. Communicates Corporate Finance departmental needs to other departments or schools and maintains internal and external contacts.
  • Recruits and selects staff that report to the Manager. Monitors and evaluates employee performance in relation to expected levels of service delivery and professional conduct. Identifies areas of employee growth and concern as required ensuring concepts of natural justice and fairness for the employee. Carries out employee disciplinary actions, up to and including termination, as required.
  • In conjunction with the Director of Corporate Finance, directs the preparation of budget proposals and budget documents. Reviews and directs the analysis of budget submissions. Assists as required in preparing other budgets for the Calgary Board of Education.
  • Oversees and is responsible for the preparation and completion of the interim (March 31) and annual (August 31) Government Reporting Entity (GRE) consolidated financial report packages requested by Alberta Education for consolidation purposes.
  • Oversees the interpretation and monitoring of legislation and acts as a resource providing information to schools and service units. Ensures GST is properly determined, recorded and collected by departments and schools. Supervises the compilation and preparation of monthly GST returns. Follows up claims with Revenue Canada and provides assistance to government auditors and provides guidance to schools in fulfilling their GST requirements.
  • Directs operating and administrative departmental staff in the design of procedures established to monitor and control expenditures. Directs the maintenance of appropriate records to ensure budget compliance. Initiates action to resolve discrepancies.
  • Implements and monitors appropriate computerized and other systems for budget preparation, recording, financial reporting and control. Is able to leverage the use of technology to enhance best practices in financial management and reporting.
  • Monitors the results of CBE’s financial operations through subordinates’ reports as well as by direct and indirect communications with operating and administrative departments. Advises financial management of trends that may affect other areas of operation. Prepares information, reports and analyses for trustees, senior administration and others. Seeks opportunities to improve services across the organization, within financial resources available.
  • Plans and directs the preparation of the corporate Annual Financial Statements and Alberta Education’s Audited Financial Statements, interim financial statements to the Board of Trustees, and year-end working papers and schedules as required. Reviews same to ensure accuracy and compliance with accounting standards and government guidelines.
  • Directs the calculation of per student revenue and expenditure for setting non-resident fees. Analyzes changes in fees and modifies calculation methods, as required.
  • Responsible for the preparation of annual budget estimates, approves expenditures, and manages all costs related to Corporate Planning and Reporting in a fiscally responsible manner.
  • Reviews and monitors the capital budget, ensuring its impacts on CBE’s operating budget are reflected accurately.
  • Acts as primary contact for external auditors’ field staff. Co-ordinates responses to and implementation of external auditors’ recommendations.
  • Maintains current knowledge of all federal and provincial legislation and accounting pronouncements affecting the CBE and makes recommendations to respond to changes as required. Remains current and aware of new external reporting requirements and developments (CICA Handbook, PSAB, GAAP) by reading, attending conferences, courses, communications with collegial networks, etc. Makes recommendations and / or decisions based on a thorough knowledge and assessment of relevant, objective data, information and best practices. Willingly transfers knowledge and skills to others and mentors colleagues based on own expertise.
  • In conjunction with the Director, Corporate Finance reviews and recommends changes in Board of Trustees Governance Policies, Executive Limitations and Chief Superintendent Directives dealing with financial matters. Updates applicable guidelines and procedures, as appropriate, for distribution to other departments. Serves as the service unit representative on the policy advisory committee.
  • Ensures staff receives required training to equip themselves to provide effective levels of service to employees, the service unit, and to third party carriers. Ensures opportunities for growth and skill development are available to match job-required competencies. Maintains a visionary outlook and does not limit self or others; collaborates to apply vision to practical applications.

  • May be required to act on behalf of the Director, Corporate Finance. May represent Corporate Finance at management meetings, boards or committees.
  • Performs other related duties as assigned.
What are we looking forEducation and Experience:
  • A university degree and holds a professional accounting designation (CA designation is preferred).
  • Minimum of ten years professional and/or industrial experience with a minimum of five years in a supervisory capacity.
  • Familiarity with the use of large, complex computerized financial and other information systems, as well as C.B.E.-standard micro-computer software, are essential.
  • Current knowledge of pertinent sections of Government legislation relating to accounting procedures, including taxation and payroll costing, and up-to-date knowledge of accounting standards.
  • Experience in the public sector is an asset.
  • Familiarity and knowledge of the Cognos budgeting software tool, and Oracle financials would be an asset.
