Successful candidates will work to is responsible to ensure the consistent operational application of policy, legislation and standards related to managing recreation and , land use activities in parks and protected areas designated under the Provincial Parks Act or the Wilderness, Areas, Ecological Reserves, Natural Areas, and Heritage Rangeland Act.The position provides guidance, training, advice, direction and support to regional and district staff and works directly with land use applicants, recreational/tourism disposition holders, adjacent land owners, staff of other departments, municipalities, conservation organizations, and other stakeholders. This helps ensure the effective management of recreation and tourism associated dispositions/approvals for land use activities on park and protected area lands. The Parks Development Officer develops and implements compliance monitoring systems, inspections, and related processes for the Region. Position may provide support to the Permitting, Filming and Special Events program as well as other program areas.Your duties and responsibilities include, but are not limited to:At the regional level, the position plays a leadership role in the review, approval and administration of recreation and tourism dispositions as well as other non-industrial land use activities at parks and protected areas located within the Region.

  • Coordinates the regional role in the external and internal referral process for applications for approvals on lands outside of designated parks and protected areas
  • Monitoring of land use activities and ensuring compliance with terms and conditions and other legal requirements:
  • Participates as a key member of the Area Parks Operations Team and works with the team to:
  • As directed by the Area Manager and Program Team Leads, coordinates or contributes to the operational delivery of area and regional programs, projects and initiatives.
  • Leadership, supervision and contract management.
  • The incumbent must work to resolve or mitigate the competing interests of recreational, tourism, commercial users on the Parks’ land base to effectively balance those interests with the ecological needs of natural systems contained within parks and protected areas.
  • The position will be the Region’s primary liaison lead with Lands Division disposition staff where mutual interests or impacts are in play, whether providing input to Lands approvals, inspections, addressing complaints or non-compliance issues.
  • Other duties
QualificationsMinimum Requirements:
  • University Degree in a field of study such as: natural resources management, biology, ecology, agriculture, forestry or other related natural sciences and 4 years directly related work experience. Or, a technical diploma in Natural Sciences or related field plus 6 years of directly related work experience.
  • Extensive knowledge and experience in working with relevant legislation such as the Provincial Parks Act, Wilderness Areas, Ecological Reserves, Natural Areas and Heritage Rangelands Act, Alberta Environmental Protection and Enhancement Act, Public Lands Act, etc.
  • Prior experience in land use management for a wide range of commercial, tourism and recreation-based land users.
  • Class 5 Driver’s License is also required.
  • Equivalencies will be considered.
Assets:
  • Experience in spatial and other database systems (e.g. GLIMPS, ArcGIS, etc.).
  • Considerable investigative, compliance monitoring and management, analytical, negotiation and conflict management skills are required to effectively deal with a wide variety of clients and stakeholders to ensure program goals and objectives are adequately addressed.
  • Knowledge in the application of land use management policies, procedures and best management practices for resource development, resource extraction and land reclamation. Coupled with a thorough knowledge of current and potential resource management issues affecting park and protected area lands and natural resource management issues across the province, in general.
  • Proficiency in using a wide range of equipment commonly used for field investigation (Global Positioning Systems, cameras, etc.)

Salary $2,537.00 - $3,263.92 biweekly (approximately $66,215 - $85,169 per year)Notes
