Job Description

Job SummaryThe Portfolio Manager supports and enables the BCSC #39;s Senior Management Committee (SMC) via ownership of the portfolio management process through which key initiatives are captured, defined, analyzed, prioritized and guided through implementation. This role directly supports the delivery of the Commission #39;s strategic objectives and divisional plans by ensuring optimal allocation of resources and enabling evidenced-based project decisions.The Portfolio Manager facilitates and coordinates the definition and delivery of prioritized strategic and divisional initiatives to realize the following benefits:

  • Improved coordination of resources from existing functions and departments
  • Avoiding costs associated with delay by administering a portfolio prioritization model that ensures the optimal sequencing of approved initiatives
  • Ensuring emergent, off-cycle, unplanned priority work can be effectively and efficiently prioritized, scheduled and resourced with minimal disruption or productivity loss
  • The right initiatives are delivered at the right time, to the right level of quality with the appropriate resources
  • More effective delivery of key initiatives via consistent approaches and improved dependency management
  • More efficient resource management by managing capacity allocation as aligned to approved strategic themes and budgetary thresholds
  • More efficient resource utilization
  • Better management of risk at a collective level
  • Enhanced realization of benefits and return on investment by focusing on finishing approved work within agreed time increments and proactively adjusting what work is planned at increment boundaries
  • Removal of redundant, duplicate and poorly performing programs and projects
  • Enhanced transparency, accountability and corporate governance
  • Improved engagement and communication between senior management and staff
Main Tasks
  • Supports and enables SMC via ownership of the portfolio process through which key initiatives are captured, defined, analyzed, prioritized, selected for and guided through implementation
  • Ensures that Business Case data (particularly costs, benefits and risks) is prepared on a consistent and reliable basis across the portfolio
  • Facilitates the formal review of candidate initiatives, program and project intake by refining and documenting an outline Business Case, preparing preliminary budget, capacity and time estimates, analyzing options and solution alternatives, defining the minimal viable solution and presenting concise details of candidate initiatives for approval
  • Facilitates the formal review of project change requests which have a substantial impact on resourcing (i.e. change of timeline for strategic project), by ensuring the change request includes, budget, capacity and time impacts, analyzing options, impacts on other projects and initiatives within the portfolio, and presenting concise details to SMC for approval
  • Coordinates and reports portfolio prioritization activity to the SMC
  • Maintains the enterprise project and initiative backlog by regular review and prioritization of approved initiatives ensuring complexity, size, risk, cost, resource and dependency constraints are assessed and balanced
  • Ensures dependencies are effectively managed and constraints overcome, and where required, issues are escalated to the SMC for resolution
  • Drafts and maintains the portfolio delivery roadmap on behalf of the SMC
  • Facilitatesquot;pivot or persevere quot; decision-making by monitoring delivery of approved initiatives, preparing key reports and information dashboards for the SMC
  • Undertakes project benefit reviews and reports
  • Manages the resource planning Decision Log and Action Register
  • Identifies improvements to the portfolio management practices e.g. via iteration and increment reviews, retrospectives, problem solving workshops and periodic effectiveness and maturity reviews (e.g. Portfolio Health Check Assessment)
Qualifications(Education, Work Experience, attributes etc.)
  • College diploma or university degree with minimum of five years #39; experience in portfolio/project management, including organization-wide resource management; or an equivalent combination of relevant educational and work experience
  • Excellent organizational, communication, presentation, and interpersonal skills
  • Excellent knowledge of and experiencing using capacity/resource management practices and PPM tools
  • Excellent knowledge of enterprise backlog management and initiative prioritization
  • Proven skills in producing reports and dashboards appropriate for senior management/ executive level consumption
  • Ability to triage and resolve issues impeding progress, presenting issues, risks and key decision requests to senior stakeholders as required
  • Agile and/or Product Manager experience is an asset
  • Experience in Business Case development and appraisal
  • Big picture/strategic mindset with the ability to convey complex information succinctly
  • Relationship-building skills and ability to influence
  • Demonstrates a high level of accountability; takes full responsibility for own actions, can be counted on to do what they say is going to be done and monitors progress to ensure that the portfolio stay on track
  • Supporting a work environment that fosters open and honest communication for the betterment of each individual and the team
  • Securities industry knowledge would be an asset but is not required
Designations:The following are desired/advantageous but not mandatory for the role:
  • Resource Management Certified Professional (RMCP)
  • Certified Kanban Professional
  • Agile, SAFe or DAD certification
  • Product Management/Product Owner certification

Salary Range: 106,678 (min) - 138,543 (mid) - 170,407 (max)The starting salary for this position will be determined considering the successful candidate #39;s relevant experience and education, salaries of other employees in the same salary range, market conditions and other relevant factors.
