The City of Delta is looking for dedicated individuals to join our team and share in our commitment to lead the way in public service excellence.The City of Delta is looking for a Temporary, Part-Time Homelessness Response Project Lead to work with Delta’s Social Planner in the Corporate Services Department to undertake the following activities:

  • Project management of the Delta COVID-19 Homelessness Response project.
  • Coordinate and facilitate monthly multi-partner meetings to ensure that the work that the City leads is informed through community collaborative efforts.
  • Work with Homelessness Services Association of BC and other community partners on city-wide solutions to address the needs of unhoused individuals during Extreme Weather season/events.
  • Work with community partners on the expansion of the Delta Mobile Outreach Team program to support unhoused individuals and those who are at risk of being evicted.
  • Closely collaborate with community partners to launch a food security program for vulnerable, unhoused individuals.
  • Work with staff from Tsawwassen First Nation and Indigenous agencies to establish cross-jurisdictional pathways of supporting Indigenous unhoused individuals in Delta.
  • Convene and collaborate with a cross-department team (Planning and Development, Building and Licensing, Bylaw, Delta Police, Social Planning) to improve internal capacities to support residents who are at risk of eviction.
  • Work with community partners to develop and coordinate the delivery of the cultural sensitivity training for City staff (first responders, front line staff, and management).
  • In collaboration with community partners, lead the development of the anti-stigma campaign in Delta.
  • Work with Delta transition house to expand their capacities to serve vulnerable women and children fleeing violence and seeking transitional housing.
  • Engage with internal and external stakeholders to develop a made-in-Delta model of referrals and work with community partners on better coordination and long-term solutions.
  • Report writing, including complex Council reports; presenting complex material to staff, senior management, the public and City Council.
  • Perform other duties/responsibilities as assigned.
The ideal candidate for this job will have the following qualifications and skills:
  • At least 4 years experience in community development, community planning or an equivalent combination of education, training and experience with a focus on supporting solutions to address homelessness.
  • Post-secondary degree in a relevant discipline (community development, social planning, community planning), and preferably a post-graduate degree.
  • Demonstrated knowledge of current trends, policies and best practices in supporting unhoused population and those who are at risk of being evicted.
  • An in-depth knowledge of the barriers (economic, political, health) that can influence individuals to become homeless.
  • Considerable knowledge of project management philosophies and practices, including project scope, budgeting, scheduling, and coordination of team activities.
  • Proven ability to adjust to a complex organizational structure with shifting priorities on highly politicized issues.
  • Considerable knowledge and experience working with community partners, community groups and senior levels of government; ability to build trusting relationships with vulnerable residents.
  • Experience developing public awareness campaigns and facilitating public forums.
  • Demonstrated commitment to social justice by applying an equity and reconciliation lens to project/program development and processes.
  • Substantial knowledge and experience supporting multi-sectoral community development work and providing support to community partners.
  • Considerable skill in collaborative decision making, negotiation, interest-based problem solving, and demonstrated ability to achieve multiple program objectives within defined timelines.
  • Ability to deal with sensitive issues with diplomacy and tact.
  • Ability to perform planning research and assess option feasibility through financial and social policy analysis; ability to summarize and write Council Reports.
  • Excellent verbal and written communications skills; ability to communicate diplomatically and clearly with various audiences.
  • Ability to meet transportation needs.
