Join a team that will empower you to live up to your potential and become part of something bigger, making a difference in the lives of others.The OpportunityReporting to the Manager, Human Resources Business Partners, the Human Resources Business Partner (HRBP) provides a full range of human resources and labour relations support to managers and directors. The HRBP works in close collaboration with other human resources staff and with internal and external stakeholders to ensure consistent and effective delivery of human resources programs and practices in support of the mission, vision and values of The Good Samaritan Society.The scope of the HRBP responsibilities include recruitment-selection-onboarding, labour and employee relations (including collective agreement administration), performance management (including assistance with investigations), attendance support, assisting with return to work and accommodations, job evaluation and job description preparation, and assisting with training and development. HRBP may also participate in special projects, reviewing and drafting policies, and contributing to the Human Resources operational plan. The HRBP is instrumental fostering positive relations with internal and external stakeholders.This temporary 1-year term position will work out of Delta View Care Centre in Delta, BC.Key AccountabilitiesHuman Resources

  • Participates in the operational planning for Human Resources
  • Participates in the development of strategic advice and counsel on human resources issues, needs, opportunities and challenges related to policies and procedures, best practices, and programs for human resources elements including labour and employee relations, recruitment, workforce planning, compensation, job evaluation, and organizational development
  • Provides feedback on organizational policies, procedures, practices and programs, and Human Resources standard operating procedures.
  • Acts as a change agent to foster and promote continuous improvement of human resource services
Labour and Employee Relations
  • Provides advice, recommendations, and support to managers and directors on labour and employee relations matters including: collective agreement and terms of employment interpretations and administration, employee performance management (including coaching, performance improvement planning and letters of expectation), employee investigations, progressive discipline
  • Mentors and coaches managers and directors on labour and employee relations practices and programs
  • Assists with activities directed at resolving labour relations matters and disputes by participating in the grievance process and at labour-management committee meetings
  • Oversees grievance administration up to arbitration and prepares grievance settlement documents within the scope of authority
  • Assists with effecting layoffs in accordance with collective agreements or statute
  • Coordinates assessments of recognition of previous experience and educational allowances for new employees
  • As assigned, assists with research for preparation of collective agreement interpretations
  • As assigned, participates on the Employer’s Bargaining Committee and to assist the lead spokesperson in preparation for and coordination of collective bargaining
  • Assists in work interruption planning and assists with application of the plan
  • Assists with researching and preparing for essential service agreement negotiations and with the application and enforcement of an essential services agreement
  • As assigned, assists with preparing for labour and employee relations-related hearings and proceedings including a labour relations board hearings, human rights tribunals, employment standards tribunals, mediations, and arbitrations
  • As assigned, assists or leads the delivery of training and development for managers and directors to build their capacity in labour and employee relations practices and programs
  • As assigned, prepares and delivers presentations to managers and directors regarding labour and employee relations matters
  • As assigned, participates in and/or leads committees and/or project teams in the development of labour and employee relations best practices and programs
  • Keeps current on labour and employment-related legislation, arbitration decisions/case law, collective bargaining, and labour and employee relations best practices
Recruitment and Retention
  • Assists in developing and implementing recruitment strategies, plans, and practices including:
- talent sourcing, job posting optimization, recruitment marketing channel development, job board procurement, comprehensive recruitment campaign and talent planning, reference checking solutions, foreign worker recruitment and management
  • Assists managers with recruitment of employees using the full cycle recruitment processes and available resources to cost-effective and timely hires
  • Provides support to managers for the preparation of job offers and recruitment-related contracts and incentive agreements
  • Participates in the onboarding process to ensure all new employees are quickly inducted into the organization’s culture and are able to start their roles quickly and effectively
  • Consults with managers on recruitment best practices
  • Assists with sourcing agency staffing partnerships
  • Compensation
  • Advises managers and directors on application of salary structures and pay practices
  • Assists with salary administration including providing pertinent data, analyses, and recommendation
  • As assigned, participates in developing policies and structures for compensation and total rewards
  • As assigned, assists with delivering training to managers and directors on compensation
Job Evaluation
  • Assists with drafting job descriptions
  • Participates in job evaluation and evaluates jobs using organizational job evaluation methodologies
  • Assists with identifying placement of new job classifications within the organization’s job classification and compensation structure
  • Assists with planning, designing, and implementing programs, activities, policies, and procedures necessary to meet objectives of the job classification and compensation structure
HR General
  • Pursues continual learning by participating in educational opportunities such as in-services and training programs (internal and external)
  • Keeps current on employment-related legislation, case law, and human resources best practices
  • Assists the organization with the duty to accommodate
  • Provides advice, recommendations and support to managers and directors on the Attendance Support Program
  • As assigned, represents Human Resources at departmental and organization meetings, forums and presentations
  • As assigned, participates in external committees, forums, etc. related to Human Resources
  • Reports information and data on human resource metrics and other workforce management data
  • As assigned, participates with organization leadership to develop initiatives that are aligned to and promote the objectives and directives of the organization
  • Works with other organization services/programs and departments in the facilitation of human resources best practices and positive employee relations
Education and ExperienceEducational and other Qualifications:
  • Post-secondary degree in human resources or labour relations, or a combination of other relevant education and experience in human resources and labour and employee relations
  • A designation in HR or a related field would be an asset
Work Experience:
  • Minimum three years’ experience providing advisory/consultative human resource services to managers and supervisors including in a unionized work environment
  • Working knowledge of collective agreements, employment statutes, performance management, recruitment practices, job evaluation, and change management
