The City of Delta is looking for dedicated individuals to join our team and share in our commitment to lead the way in public service excellence.Payroll ClerkReporting to the Payroll Coordinator, the Payroll Clerk processes the City’s bi-weekly payroll for approximately 1600 employees covering four collective agreements and Exempt staff. Key responsibility areas include but are not limited to:Ensure the accurate and timely preparation and processing of bi-weekly payroll, benefits and deduction related adjustments in all aspects of work/life events of an employee.Accurately process special payments (including but not limited to retroactive pay, pay adjustments, maternity top-ups, retiring allowance, garnishments, WSBC reconciliation, customized calculations, lump sum, final payments) and wage recovery process.Accurate and timely calculation and reporting of leave accruals.Verify accuracy of various payroll reports, registers and other payroll-related items.Ability to handle large data utilizing spreadsheets and troubleshoot payroll issues.Assist with accurate and timely reconciliation of payroll related accounts on a regular basis.Processing on/off-cycle pay including manual cheques.Ensure the accurate and timely balancing and reporting of third party and statutory remittances, EHT, WSBC, pension contributions, purchase of service, LTD starts/stops, union dues and billings, T4, T4A, T2200, TD1 forms, and others.Review all payroll related forms and other documentation for completion, accuracy and appropriate approvals.Respond to inquiries from employees and third parties related to payroll-related questions, collective agreements, policies and procedures, statutory and legislative requirements, in a timely and accurate manner.Maintain and organize confidential employee files and general payroll shared mailbox, scan payroll documents, responds to Pension Message Board inquiries and file pick-ups.Identify opportunities to streamline or automate processes to continuously improve service delivery.Sort pay advises and T4s for city-wide distribution.Run a variety of reports for internal and external clients using a wide variety of systems.Participate in the User Acceptance Testing for implementation of new systems or updates of current processes.Provide Employee Self Service training to new hires.Keen understanding on payroll and timekeeping system applications as well as the full payroll cycle.Perform other duties as assigned.The successful applicant must have completed secondary school (12th grade) as well as hold Completion of Payroll Compliance Certification (PCP) program. A Valid Class 5 Drivers License is required.Minimum Requirement:3 years of payroll experienceProficient use of Excel, Word, Outlook, and Teams is a must.Experience with PeopleSoft and Time Capture Systems in a municipal or regional government environment would be considered an asset.Good understanding of payroll in a complex unionized and technical environment.The City of Delta provides a competitive salary of $28.56 - $33.56 per hour (commensurate with experience) and an excellent benefits package including Municipal Pension Plan as well as an earned-days-off system.
