This is a full-time term position, to December 31, 2023.Reporting to the Deputy Chief, the Captain is responsible for providing leadership, knowledge, and expertise in all fire operations. The Captain commands emergency response scenes, directs and performs a variety of staff support functions, and develops training programs for all Firefighter staff. The Captain supports department administration by maintaining all apparatus, along with any supporting equipment and tools within both fire stations. Responsibilities
  • Respond to fire and rescue calls and perform in compliance with Wetaskiwin Fires Services’ standard operating guidelines and directives.
  • Function as incident commander in the absence of a Chief Officer.
  • Direct aspects of fire ground operations, employing strategy and tactics towards rescue/extrication, fire suppression, response routes, equipment, apparatus placement and operation, extinguishing agents, as well as salvage and overhaul.
  • Firefighter accountability: ensure all firefighters are using appropriate PPE and all scene activities are carried out in a safe manner.
  • Initiate process for the investigation, cause, and determination of fires; report suspicious fire to the fire investigator; co-ordinate preservation of evidence in suspicious fires.
  • Supervision of fire department personnel working in medical operations and ensure compliance of fire department personnel to medical protocols and directives.
  • Provide resources on scene to assist medically deployed personnel; co-ordinate scene activities as necessary to prevent personnel injury.
  • Determine need for medical and/or fire mutual aid assistance; co-ordinate with fire and outside agency ground/air health care professionals for the treatment and transport of injured/ill patients.
  • Ensure all apparatus are inspected, properly stocked, and ready for deployment.
  • Provide leadership through active participation and as a part of the management team.
  • Supervision of paid-on-call staff conducting department business while at the station.
  • Supervise and participate in the general maintenance and cleaning of the fire station, apparatus, and equipment. Conduct station inspections and identify maintenance needs while complying with OH&S policy and directives.
  • Support and participate with OH&S processes, as well as any required WCB documentation.
  • Manage overall shift staffing, including vacation scheduling, backfill scheduling, shift trades, and payroll for assigned crew, and all record keeping for the shift.
  • Formally evaluate personnel directly assigned to their platoon and recommend ways to improve knowledge, skills, and abilities.
  • Assisting and/or supporting senior fire management with any required corrective action in accordance with policy.
  • Promote departmental guidelines, procedures, and objectives with all firefighters.
  • Participate in and is responsible for conducting station training and drills, instructing personnel in fire suppression and extinguishment, medical emergencies, rescue, hazmat, and other related subjects.
  • Participate in inspections, as required, and help with the development of pre-plans, and general strategic and tactical responses to emergency scenes.
  • Maintain and enter incident reports and daily activities into FirePro, entering events into the daily log.
  • Interact effectively, professionally, tactfully with the general public, all participating agencies, dispatch, and law enforcement.
  • Respond to public complaints and inquiries.
  • Study independently and attend various required training programs and training nights to develop and maintain job knowledge, skills, and abilities; to achieve training criteria required for position.
  • Participate in administrative, technical assignments, special projects, and committees, delegated by the Fire Chief or Deputy Chief. These assignments require the Captain to be responsible for organizing personnel to help co-ordinate research, develop management, and direction.
  • Attends all Officer meetings as required.
Education, qualifications, and work experience
  • Grade 12 education or equivalent.
  • Must have completed:
    • NFPA 10-01 Level 2 Firefighting certificate.
    • NFPA 472 Hazmat Operations certificate.
    • NFPA 10-21 Fire Officer Level I certificate.
    • NFPA 10-02 Driver Operator Apparatus certificate.
    • NFPA 10-41 Level I Instructor.
    • Incident Command System coursework (Level 200 preferred).
  • Must hold a minimum Class 3 driver’s licence with an air brake endorsement and not more than six (6) demerits.
  • Provide a medical clearance signed by a doctor stating they are in overall good health.
  • Provide a criminal record check and vulnerable sector check.
  • Certificate in Advanced First Aid, CPR, and Automatic External Defibrillator (AED).
  • Completion of Safety Codes Officer Group A (desired).
  • Five (5) years of emergency service experience as a firefighter.
  • Previous management and supervisory experience is preferred.
Knowledge, skills, and abilities
  • Comprehensive knowledge and alignment with the City’s values, as well as City and departmental personnel procedures, requirements, and regulations, including customer service protocols and processes.
  • Comprehensive knowledge of modern fire ground safety methods, operations, apparatus, tools, equipment, policies, procedures, rules, and regulations.
  • Comprehensive knowledge of modern emergency rescue operations, safety methods, supplies, apparatus, tools, and equipment.
  • Comprehensive knowledge of fire behaviour and suppression equipment, techniques, methods, policies, procedures, rules, and regulations.
  • Comprehensive knowledge of Wetaskiwin Fire Services standard operating procedures, practices, requirements, regulations, forms, and reports.
  • Thorough knowledge of management principals.
  • Thorough knowledge of supervisory principles and practices.
  • Thorough knowledge of training principles and practices.
  • Thorough knowledge of certification requirements, programs, and training activities pertaining to personnel.
  • Thorough knowledge of incident command structure, accountability system, and communications systems.
  • Broad knowledge of City fire, building, and other code ordinances as they pertain to fire inspections.
  • Good knowledge of building construction as it pertains to fire safety and behaviour.
  • Basic knowledge of preliminary fire investigation principles and practices.
  • General knowledge of city’s geography, water systems, hydrant locations, and building construction.
  • General knowledge of specialty response teams.
  • General knowledge of hazardous materials response policies.
  • General knowledge of clerical duties.
  • General knowledge of fiscal management, budgetary planning, monitoring, and resource management.
  • Ability to plan, direct, and co-ordinate the work of subordinates in emergency and non-emergency situations.
  • Ability to establish and maintain effective working relationships with supervisors, employees, other public safety agencies, and the general public.
