Job Description

Signal Gold is a TSX and OTCQX-listed gold mining, development, and exploration company, focused in the top-tier Canadian mining jurisdictions of Nova Scotia and Newfoundland. The Company is advancing the Goldboro Gold Project in Nova Scotia, a significant growth project subject to a positive Feasibility Study (Please see the ‘NI 43-101 Technical Report and Feasibility Study for the Goldboro Gold Project, Eastern Goldfields District, Nova Scotia’ on January 11, 2022 for further details). Signal Gold also operates mining and milling operations in the prolific Baie Verte Mining District of Newfoundland which includes the fully permitted Pine Cove Mill, tailings facility and deep-water port, as well as ~15,000 hectares of highly prospective mineral property, including those adjacent to the past producing, high-grade Nugget Pond Mine at its Tilt Cove Gold Project. Position: Manager Contracts and ProcurementLocation: Flexible with frequent travel to GoldboroClosing Date: September 30, 2022Duration: Project based to end March 30, 2026 (Potential for Full Time Permanent)Salary: A range depending on experience levelPurpose of Role: The Manager Contracts and Procurement is responsible for leading the Project supply chain team in the following key areas:· Establishment of the policies, processes, procedures and tools required for the Project and subsequent Operations;· Formation and administration of contracts and purchase orders managed by Signal Gold directly including EPC/EPCM and consulting contracts, purchase orders for operational supplies and spare parts, service contracts for operations, etc.;· Oversight, review and approval of Project contracts and procurement activities managed by EPCM firms.ValuesSignal Gold Inc. values are the “How” work is performed: Safety, Integrity, Reliability, Resourcefulness, Responsibility and Respect. The candidate shall demonstrate these values in their daily work. These values are considered of equal or greater weight with technical abilities when assessing work success.Duties include but are not limited to:

  • Develops and implements Materials Management and Contracts Management strategies and plans as well as the Contracts & Procurement section of the Goldboro Gold Project Execution Plan (PEP);
  • Understands and manages the Materials Management and Contracts Management strategies in order to provide the best outcomes in terms of scope, cost and time;
  • Ensures the development and implementation of all contracts and procurement processes and procedures including forms and templates to be used for the Project and Operations;
  • Provides leadership, supervision, training and support to all procurement and contracts team members;
  • Sets workflow priorities for procurement and contracts teams;
  • For Signal Gold managed contracts and purchase orders:
  • Purchase order and contract formation including development of package plans, prequalification of bidders and development of approved bidders lists, preparation of Requests for Proposals (RFPs), preparation of technical and commercial bid evaluations, contract negotiations, preparation of Recommendations to Award (RTA), and preparation and award of contracts and purchase orders, as applicable;
  • Purchase order and contract administration including preparation of Field Work Orders, Change Orders, Payment Certificates, etc., as applicable, change control, management of bonds, letters of credit and guarantees, and purchase order and contract closure;
o Plans, controls and monitors Project contracts and procurement activities in accordance with the approved Project schedule;
  • Oversees contractors’ and suppliers’ performance and ensures contract agreements and key performance indicators are met, and drives improvement and performance within the Project as it relates to Procurement and Contracts;
· For EPC/EPCM managed contracts and purchase orders:
  • Provides oversight, review and approval of contracts and procurement activities executed by the EPCM firms, as applicable;
  • Manages the internal review and approval process for contracts and purchase orders managed by the EPCM firms including all associated documentation such as bidders lists, RFPs, RTAs, etc.;
  • Meets with construction contractors, service contractors and equipment vendors to assist EPC/EPCM firm to resolve contract challenges.
  • Ensures compliance with relevant legislation as it relates to Procurement and Contract Services;
  • Ensures Project reporting and key metrics are developed and implemented for the Project for Procurement and Contract Administration. Ensures compliance to and maintenance of the contracts and procurement filing system;
  • Ongoing monitoring of contracts and procurement policies and procedures ensuring compliance;
  • Completes contracts and procurement team members’ performance evaluations;
  • Prepares monthly/quarterly reports with input from EPC/EPCM firms;
  • Other duties as may be assigned from time to time.
Qualifications
  • Minimum 15 years recent, related experience, which includes a minimum of 5 years leadership and management experience;
  • University/college degree in Business or related fields;
  • Supply chain designations (Supply Chain Canada Certified Supply Chain Management Professional (CSCMP)/Institute for Supply Management Certified Professional in Supply Management (CPSM) or equivalent);
  • Excellent leadership skills;
  • Ability to work in a team setting;
  • Strong analytical and problem solving skills;
  • Strong computer literacy: knowledge of Supply Chain Management and Microsoft Office software is an asset;
  • Excellent communication and presentation skills;
  • Accounting knowledge an asset.
