Guelph is consistently ranked as one of the best places in Canada to live, work, and play—all good reasons to consider a career in this beautiful city.Job Summary:Resumes are being accepted for the temporary position of Corporate Analyst – Special Grant Programs (Temporary – 2 years) within the Long-term Financial Planning and Strategy division of the Finance department. Reporting to the Manager, Long-term Financial Planning and Strategy, the successful candidate will be primarily responsible for developing and implementing the financial processes, agreements, by-laws, and internal control systems for the new Property-Assessed Clean Energy retrofit program in partnership with the Project Manager. Included in the scope of this role is grant revenue claim processing and reporting, program budgeting and KPI tracking, and general accounting responsibilities. This position may also provide similar responsibilities on other significant grant funded programs.   • Develop a solid understanding of the Property Assessed Clean Energy programs available in other jurisdictions, research financial structures and processes being used by others, develop a solid understand of the grant agreement between the City and the Federation of Canadian Municipalities and use these learnings as a base line in the development of the City of Guelph program.
  • Develop a solid understanding of the Property Assessed Clean Energy program being developed by the City Project Manager and provide financial advice for program design to satisfy appropriate financial controls and efficiency in operation.
  • Act as the primary liaison with the Project Manager and the Finance Department for the Property Assessed Clean Energy program, communicating frequently, understanding current financial processes in place and soliciting subject matter expert input through the program development.
  • Develop and document financial processes, policies and standard operating procedures for all aspects of implementing the Property Assessed Clean Energy Program.
  • Develop standard loan agreement and Local Improvement Charge by-law templates in partnership with the City’s Legal Department.
  • Review all program materials developed for public consumption to ensure appropriate framing of all financial-related concepts.
  • Review the financial performance of program including operating variance analysis, capital spending review, and interim financial reporting.
  • Book journal entries as required to record the transactions of the program where required.
  • Prepare cheque requisitions to release the loan funds and seek all appropriate approvals applicable.
  • Understand the program KPIs and what inputs are required from the Finance and implement a tracking program with easy and efficient reporting to the Project Manager
  • Provide financial advice on grant applications and complete grant financial claim submissions where required.
  • Ensure Manager is aware of non-routine financial implications.
  • Assist with Corporate Finance responsibilities as required.
  • Complete special projects or other duties as required.
Qualifications
  • Experience related to the duties listed above, normally acquired through completion of a University Degree in Finance/Accounting or related field, senior standing in a professional accounting designation and considerable experience in a related financial role. Candidates with an equivalent combination of education and experience may be considered.
  • Proven ability to establish and maintain effective working relationships with a diverse group of stakeholders including the ability to communicate clearly and effectively both orally and in writing.
  • Desire to work independently, taking full ownership of assigned work through to completion
  • Ability to analyze and investigate problems, identify alternatives and make recommendations in order to implement procedures and policies.
  • Proven analytical, organizational, project management and report writing skills.
  • Demonstrated experience reviewing and assessing agreements from a financial control lens
  • Advanced computer skills in Microsoft Office software including Word, Excel and PowerPoint.
  • Proficiency and familiarity with data query and analysis tools.
  • Ability to work independently and to prioritize to meet strict deadlines.
  • Ability to attend meetings at offsite locations as required.
  • Knowledge of the Occupational Health and Safety Act.
