Guelph is consistently ranked as one of the best places in Canada to live, work, and play—all good reasons to consider a career in this beautiful city.Job Summary:Reporting to the Manager, Compliance and Performance, the Supervisor, Environmental Programs is responsible for leading a team of innovative and dedicated full-time and seasonal staff in achieving reputational public-facing program, engagement and education goals of the Council-approved Master Plans and Strategies to the satisfaction of a multi-disciplinary leadership body. Building on the City’s reputation as an innovative and creative programs leader in municipal waste, water and wastewater industries, this temporary role will lead the development, administration, evaluation and improvement of the Services’ portfolio (Water, Wastewater, Waste). Guided by the goals of the City of Guelph Strategic Plan and committed to the Corporate Values of integrity, excellence and wellness, the candidate will aid in the achievement of the Community Vision – to be the city that makes a difference.Hours of work35 hours per week Monday to Friday between the hours of 8:00 am and 4:30 pm.; some evening and weekend work required.Your role

  • Provide visible and positive leadership to staff, developing and nurturing a work environment that is inclusive, respectful and motivating.
  • Responsible for the management, supervision and guidance of staff.
  • Responsible for hiring, training and evaluating performance of staff - recruitment, development, coaching and managing performance issues.
  • Develop and report on variances related to multi-year operating and capital budgets.
  • Manage the development, coordination, and scheduling of annual and multi-year work plans for environmental programs.
  • Manage the development of an Integrated Environmental Program framework to identify synergies and align program initiatives (where possible) for water, wastewater and solid waste initiatives.
  • Manage the development of reputational and action-oriented public educational materials, marketing campaigns and public engagement strategies in coordination with Corporate Communications, Wastewater Services, Water Services, Solid Waste Services, Engineering Services and other stakeholders.
  • Oversee the delivery of program and promotion recommendations, projects and pilots, evaluation and modifications, related to the Water Efficiency Strategy (2016), Solid Waste Management Master Plan (2022), and Wastewater Public Education and Communications Plan (2021).
  • Respond to escalated public concerns or inquiries and coordinate distribution of public information materials; host and/or attend public meetings and workshops and make presentations to community groups.
  • Inform and direct multi-disciplinary teams from across the department, including leadership, to satisfy the expectation and requirements of each division’s goals.
  • Develop formal project documents including Project Charters, Schedules, Risk Registers, and Business Cases, amongst others, and ensures project management rigour is consistent with protocols of the City’s Project Management Office and PMI.
  • Manage consultants, contractors related to program delivery and ensure cost-effective and timely delivery of results align with corporate objectives.
  • Provide leading technical expertise to master plan and other corporate strategic planning processes and content.
  • Act as a resource to conduct research, manage data, provide interpretation, and offer recommendations based on industry best practice and environmental scans.
  • Establish and maintain excellent networking relationships with municipal, provincial, federal and other affiliated agencies engaged in water, wastewater and solid waste management.
  • Maintain awareness of emerging trends and new developments in the field of environmental programs applicable to the City; incorporate new developments as appropriate into programs and provide technical expertise.
  • Prepare technical reports including detailed reports, technical memos, tender documentation, grant applications and reports to Council, amongst others.
  • Establish a baseline, key program indicators and a reporting protocol for environmental program-based initiatives including water demand, wastewater collection impacts and solid waste diversion rates based on standard reporting practices and methodology.
  • Participate on various internal sub-committees and special studies and a subject matter expert.
  • Support internal benchmarking and continuous improvement initiatives.
  • Other duties as assigned.
Qualifications
  • Considerable experience related to the duties listed above, normally acquired through post secondary education in Environmental Science, Environmental Studies or a related discipline and considerable experience in environmental program development, delivery and research. Candidates with an equivalent combination of education and experience will be considered.
  • Experience motivating, training, and supervising unionized staff in a service-oriented environment.
  • Experience leading projects that are delivered on time and on budget.
  • A valid Class G drivers’ license with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
  • Strong working knowledge of water, waste and wastewater best practices, including water conservation technologies, practices, devices and systems.
  • Excellent customer service skills with the ability to resolve customer inquiries/complaints effectively.
  • Strong analytical and organizational skills with the ability to manage multiple assignments and people in order to meet deadlines in a very demanding customer service focused environment.
  • Excellent communications skills (both oral and written) with the ability to communicate and facilitate training and consult with all levels of staff, stakeholders and the general public.
  • Ability to analyze problems, identify alternatives and make recommendations in order to implement best practice procedures and policies.
  • Knowledge of relevant municipal, provincial and federal legislation and Acts, regulations and by-laws.
  • Must be a team player with strong interpersonal, facilitation and public relations skills.
  • Advanced computer skills in Microsoft Office (Word, Excel, Power Point, Outlook and Teams).
  • PMP certification would be an asset.
  • Experience with auxiliary water systems and industrial water efficiency would be an asset.
  • Experience with municipal solid waste management program and industry innovation would be an asset.
  • Experience with database management software packages would be an asset.
