Job Description

Guelph is consistently ranked as one of the best places in Canada to live, work, and play—all good reasons to consider a career in this beautiful city.Job summaryThe Supervisor, Process Operations, is responsible for the safety and operation of the City’s Material Recovery Facility and Transfer Station and ensures attainment and continuity of the unit’s goals, performance objectives and compliance with all applicable industry, corporate and occupational health and safety policies and regulations. Guided by the goals and objectives of the City’s Strategic Plan and committed to the Corporate Values of integrity, service, inclusion, wellness and learning, the candidate will aid in the achievement of the Vision for an inclusive, connected and prosperous city.Duties

  • Provides visible and positive leadership to staff developing and nurturing a work environment that is inclusive, respectful and motivating for staff.
  • Supervise all material processing operations within the MRF and Transfer Station including but not limited to, the receiving floor, the shipping floor as well as all sorting operations.
  • Ensure proper hiring practices and work scheduling for employees; also ensure orientation, job training as required, performance feedback, counseling and career development.
  • Set a visible and positive leadership example in order to promote empowerment of employees through coaching, mentoring, two-way communications and delegation of decision-making; take necessary steps to anticipate impact of changes and identify and remove barriers to empowerment.
  • Establish policies, operating procedures, work methods and standards for the Materials Recovery Facility.
  • Monitor the section’s operating performance/key performance indicators (KPIs) against established policies and procedures and initiate corrective action in the sections as required.
  • Supervise and direct team members and ensure work is performed satisfactorily and complies with City and industry standards as well as Provincial Health and Safety regulations.
  • Ensure that compliance with all regulatory requirements through inspection and corrective action is maintained and issues raised are expeditiously resolved.
  • Maintain up-to-date thorough knowledge of existing applicable legislation, guidelines, regulations and policies.
  • Provide effective training and supervision to all staff on site policies, procedures, and regulatory requirements.
  • Act as the Solid Waste Resources contact for Ministry of Labour, Ministry of the Environment, Ministry of Transportation and other ministries, as may be required.
  • Prepare and present reports to Senior Staff as required.
  • Continuously research industry best practices and develop implementation strategies.
  • Monitor and assist with budget preparation for related operation budgets, capital and equipment replacement budget(s).
  • Participate as a member of the Solid Waste Resources Management Team.
  • Participate in the “on-call” rotation and work 10:00 am to 6:00 pm shift as scheduled.
  • Perform other related duties as assigned.
Qualifications
  • Considerable experience related to the duties listed above, normally acquired through a post-secondary degree or diploma in Environmental Studies, Engineering, Supply Chain Management or related discipline and considerable experience in solid waste industry in a municipal setting. Candidates with an equivalent combination of education and experience may be considered.
  • Experience with respect to process operations, establishing KPIs and other performance metrics and leveraging data to optimize systems
  • Experience supervising staff and leading work teams in a unionized environment.
  • Knowledge of purchasing by-laws and purchasing instruments such as RFP’s, RFQ’s, tenders and contracts.
  • Ability to oversee operating and capital budgets.
  • Understanding of legislation related to municipal solid waste operations.
  • Knowledge related to the development and application of CMMS to support continuous improvement objectives.
  • Knowledge of the Occupational Health and Safety Act and other applicable legislation and specifications.
  • Excellent leadership, interpersonal and team building skills.
  • Knowledge of the Labour Relations Act and the Ontario Human Rights Code.
  • Experience in the application of the principles of Industrial Harmony to achieve a culture of continuous improvement will be considered an asset
  • Excellent communication skills with the ability to communicate with all levels of staff, stakeholders, the media and the general public.
  • Experience with Microsoft Office (Word, Excel, Power Point and Outlook).
  • Excellent customer service and public relation skills.
  • Ability to oversee the planning, design and supervision of construction and maintenance projects.
  • Must possess a valid Class G driver’s licence with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last five years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements
