To achieve this, we need leaders at all levels of the organization who embrace challenge and can make a difference.About Our OpportunityOur Mandate at Seniors and Long-term Care includes the renovation and construction of 3500 new single Long-term Care bedrooms, development and management of the Long-term Care Infrastructure Renewal Plan and supporting aging LTC infrastructure.The Mandate includes a Program to develop 34 facilities across the province, totalling nearly 3 million square feet and the work includes the support of operating facilities in maintaining safe, healthy fit for purpose LTC facilities. We are looking for two Program Manager(s) to help lead these programs.Reporting to Leadership, these positions will be responsible for the management of core deliverables that guide the projects within the Program and lead communications within a multi-discipline internal team as well as external project leaders.The Program Manager will be required to advance the goals of the department through tracking of project and program level data, identifying and executing improvements based on this evidence.Primary AccountabilitiesReporting to the SLTC Infrastructure Project Executive, you will lead review of complex project submissions and communicate level of compliance with core deliverables for new infrastructure projects and communicate and manage compliance with building standards and associated funding programs that help facilitate maintenance of the existing LTC infrastructure across the province.As a Program Manager of this important work, you may be responsible for comprehensive reviews of submissions against SLTC Facility Design Requirements Manual and Facility Development Approval Process as well as technical reviews of building systems, land acquisition requirements, and review of submitted project budgets and schedules.You will lead internal working groups, gather and compile information and create formal written correspondence to internal and external project leaders, with whom you will meet regularly to for reporting and to gather status updates.The internal team will consist of Senior Financial, Licensing and Service Delivery experts, who will look to you for leadership on building construction and maintenance, and to provide consistent leadership with complex project development issues.Your work will include maintenance and utilization of data collection and synthesizing for use by the internal team. Creation of reports, dash boards and reporting to Senior Leadership will be required.Travel to construction sites may be required, and knowledge and experience with site activities, construction site safety, safe building design standards, understanding building development progress and ability to report on these activities will be essential.Qualifications and ExperienceAs the successful candidate you have a bachelor’s degree in Planning or Building Science such as Engineering or Architecture and have a minimum 6 years experience working in the design or construction field, or equivalent education and experience.In addition to the above, you also possess the following experience:•You have sound judgement and good interpersonal skills.•You have an ability to achieve results while working independently.•You communicate well through written, graphic and verbal formats.•You have strong technical skills in building design and construction and use programs for data collection, analysis and reporting.•You have proven leadership in multi-disciplinary teams and an ability to achieve consensus with diverse opinions to support Department mandates and goals.The following will be considered assets: •Experience with and knowledge of building codes and commonly used design standards.•Experience working in the health care system.•Familiarity with MSProject and database management software including MS Suite programs.The Government of Nova Scotia has adopted the LEADS Leadership Framework.During the interview, candidates will be expected to express how they have demonstrated the key behaviours and capabilities required to effectively lead in a caring and inclusive environment.
