The Manager is the key member of the team that prepares the annual Three-Year Expenditure Forecast, and Main Estimates of the Government. As part of the senior team, the Manager provides advice to senior management on government-wide and specific matters to be brought before the Chair/Minister and the Financial Management Board (FMB), which included the preparation of Three-Year Expenditure Forecast, Main Estimates, Interim Appropriations, and Supplementary Appropriations.Reporting to the Director of Expenditure Management, the Manager of O&M Budget development is responsible for preparing the annual fiscal framework document and O&M budget development guidelines/schedule; participating in, or leading, special projects/assignments related to budget development; providing independent and objective analysis and advice to FMB on budget matters; overseeing assessments of the government’s structure, implementation initiatives related to PY management and organizational effectiveness, and overall human resources reporting. The Manager will also provide advice and guidance to the Deputy Minister and Assistant Deputy Minister for appearances before FMB and Legislative Committees.The knowledge, skills, and abilities required for this job are usually obtained through successful completion of a certified accounting designation (CA/CMA/CGA) or a recognized bachelor’s degree in Accounting, Business Administration, Economics, Public Administration, or related field, along with five (5) years of central agency experience within governments, and two (2) years of managerial experience.The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.Acceptable combinations of education and experience may be considered for this position.
