With the jurisdictional responsibility to protect the land and people of the Territory, the GN has tangible interest in the life cycle (construction, operation, closure, and remediation) outcomes of major development projects in Nunavut.Reporting to the Manager, Environmental Assessment and Regulations, the Project Manager, Impact Assessment (Project Manager) helps the GN to assert its regulatory and political mandates in the screening, review, and ongoing monitoring processes administered by the Nunavut Impact Review Board (NIRB). The incumbent is expected to provide technical expertise in the field of socio-economic impact assessment and will lead regulatory submissions as they relate to socio-economic impacts. Other working groups / relationships may be established to ensure appropriate input, comments, and actions are included in the process.The Project Manager has the primary responsibility to lead the interdepartmental Socio-Economic Assessment Committee (SEAC) and its contributions to the NIRB through the GN’s Environmental Assessment Review Team (EART). The EART, to which the incumbent would be a project managing member, provides effective decision support to the Sustainable Development Advisory Group (SDAG) and the Deputy Ministers Committee on Sustainable Development (SDC) and acts as the channel to exchange information and input with the NIRB. This position may also initiate and manage special projects related to environmental assessment for the purposes of streamlining the GN’s review process or to enhance the capacity of its team members. These may include: the provision of process or technical training, leading stakeholder meetings, proposing and managing third party contracts, and/or other special projects as needed. The incumbent works with high degree of independence. The Project Manager has a territory-wide scope and is the means through which the GN seeks to announce its legislative role and its political interest in the life cycle of major resource developments. This position works directly with Institutions of Public Government, industry proponents, federal government, Designated Inuit Organizations, Non-Governmental Organizations, and communities/community organizations for a variety of purposes, including the forward planning of reviews, exchange of information, and coordination of technical submissions on interrelated issues. The Project Manager may supervise summer students and contract project workers.The knowledge, skills, and abilities required for this job are usually obtained through a recognizeduniversity degree specializing in environmental assessment, resource management, economic development, social studies, or planning is required, plus a minimum of three (3) years related work experience. The context for the job is highly variable and multi-disciplinary requiring strong analytical skills, excellent communications skills, and creative problem solving.The Official Languages of Nunavut are Inuktut, English and French.
