Job Description

The Ministry of Long-Term Care, Long-Term Care Inspections Branch, is seeking a Long-Term Care Homes Quality Inspection Program (LQIP), Clinical Consultant, to lead the implementation and evaluation of comprehensive operational policies and programs related to LQIP, and to serve as an expert in the clinical disciplinary areas required by the inspection program.About the Division and BranchThe Long-Term Care Operations Division will help deliver on the ministrys key priorities for Long-Term Care. Working with partners from across the Ministry and government, the Division leads the design, development, and implementation of legislation, regulation, and policy. Providing program/sector oversight and administration, the Division provides oversight and ensures accountability and compliance of Long-Term Care Homes with applicable legislation and Ministry policy.   • Provide policy and program expertise/advice to LQIP management team and inspectors in the area of clinical discipline.
  • Work with management team to ensure they are alerted, briefed and advised on potential and existing major issues and prepare briefing materials, House Notes and backgrounders.
  • Provide leadership and direction for the development, implementation, clarification and evaluation of comprehensive operational policies and programs for the LTC Homes Quality Inspection Program (LQIP).
  • Lead, co-ordinate or contribute to special projects and initiatives within the branch.
  • Model leadership in cultural diversity issues.
  • Develop communication materials (both regular & ad hoc) for Service Area Offices (SAO) /Centralized Intake Assessment and Triage Team (CIATT) inspection staff.
  • Act as liaison between senior management and staff on issues/correspondence management.
  • Foster collaboration and partnerships by liaising within the Branch, Ministry, with other ministries, other jurisdictions, and with external stakeholders.
  • Promote understanding of LQIP program to stakeholders through clear communication and interpretation of LQIP policy.
How do I qualifyMandatoryYou are in good standing and have a current registration with a health care professional college of registration (i.e. College of Nurses of Ontario, College of Dietitians of Ontario, College of Physiotherapists of Ontario, or other registered health care profession), and expert knowledge in the applicable clinical disciplinary areas.Specialized Knowledge:
  • You have knowledge of Government legislation/regulations (e.g., Long-Term Care Homes Act, 2007 and its regulation) and existing best practice guidelines in the area of Long-Term Care.
  • You have the ability to interpret and apply complex legislative provisions and relevant policies and regulations such as LTCHA.
  • You have knowledge of health care and a sound understanding of the health care system and the operations of long-term care homes (LTCHs).
  • You have demonstrated knowledge of the compliance inspection/inquiry process.
Interpersonal and Influencing Skills:
  • You can build and maintain effective working relationships with both internal and external stakeholders.
  • You can work collaboratively to resolve issues.
  • You can lead consultations with stakeholders ensuring a shared understanding.
  • You have political acuity and can apply discretion and judgement when dealing with sensitive issues and/or stakeholders.
Analytical and Problem Solving Skills:
  • You have analytical research and problem-solving skills to identify and resolve complex issues regarding program responsibilities.
  • You can lead/conduct program and operational policy process development projects and provide expert advice to other areas of the Ministry.
  • You can research, investigate, and identify and resolve issues impacting the organization or to support the achievement of its objectives.
  • You can ensure the effective, accurate, tracking and control of program data/information.
Project Management and Leadership Skills:
  • You have project planning, project management and organizational skills to lead and participate on a variety of projects.
  • You can determine the various objectives, priorities and schedules and meet deadlines.
  • You can provide leadership, clinical advice and direction to support the LQIP.
Communication Skills:
  • You can prepare a variety of written materials such as operational policies/guidelines, reports, educational materials, briefings and policy proposals using standard computer applications.
  • You have presentation skills to communicate ideas, reports, and educational materials to internal and external stakeholders.
