Job Description

The Ministry of Long-Term Care, Long-Term Care Inspections Branch is seeking a Quality Assurance Lead to lead, develop and manage a total quality management framework for the Division using leading techniques, such as Lean Six Sigma, to drive consistent application of business processes, procedures and outputs.   • Lead the development and implementation of standards, protocols and procedures to inspect and report quality issues.
  • Lead the development and implementation of proactive solutions by collecting and analyzing quality data.
  • Lead and facilitate cross-divisional quality improvement teams including acting as coach and mentor to Lean Green Belts/ quality improvement leads across the division.
  • Communicate with SAO Managers and Inspections Supervisors on an ongoing basis to drive consistent application of policies, procedures and standards.
  • Lead and coordinate multiple, concurrent, problem-solving projects quality assurance projects and initiatives and related products.
  • Lead project teams to promote and build capacity to accept standardization of methodologies, status reporting, documentation standards, and project goals.
  • Develop relationship with stakeholders in order to assess processes end-to-end and ensure that processes are client-focused.
  • Coordinate across the Ministry/ Division to track and monitor initiatives/ projects aligned to strategic priorities.
  • Work with Strategic Planning and Program Development/Project Management area and I&IT Cluster.
  • Provide strategic advice and expertise to senior management on contentious issues.
  • Develop and implement consultation, communication and training strategies.
How do I qualifyTechnical Expertise:
  • You have quality assurance expertise to provide strategic direction to the organization (ex. Lean Six Sigma)
  • You can interpret and apply legislation, regulations, policies and procedures (ex. Fixing Long-Term Care Homes Act 2021, procurement and tendering)
  • You have knowledge of the OPS approval process to manage change processes and coordinate information.
Project Management and Leadership Skills:
  • You can lead quality assurance teams across the division, develop and implement standards and procedures and identify training needs.
  • You can effectively plan, monitor and execute projects and ensure deliverables are met.
  • You can acquire, negotiate and administer contractual agreements of good and services.
Analyzing/Problem-Solving Skills:
  • You can evaluate and analyze performance data, identify issues and develop solutions that lead to continuous program performance.
  • You can make recommendations, coordinate and implement processes and evaluate impact of changes.
  • You have excellent numerical skills and understanding of data analysis/statistical methods to analyse performance and make recommendations.
Interpersonal, Communication and Influencing Skills:
  • You can explain risks and benefits of specific solutions, tools and approaches and recommend specific courses of action to a variety of stakeholders to gain buy-in.
  • You can prepare and present quality assurance reports, business cases, project plans and technical submissions using standard office software (ex. SPSS, SAS, VISIO, Project, Word, Excel, and PowerPoint).
