Job Description

The Capital Projects Officer is responsible for the delivery of all project life-cycle within the Capital Plan for transportation-related capital projects as assigned; ensuring projects are completed within budget and in compliance with all applicable specifications, standards, and regulations.Job Duties:

  • Prepare and review request for proposals and tender documents to support projects
  • Responsible for executing all stages of projects as they relate to the project life-cycle
  • Conduct design review, construction coordination and administration, site inspections, change order management, financial monitoring and as-built drawing review and acceptance
  • Ensure cost-effective project delivery is achieved by being actively involved in all aspects of a project, exploring alternative and innovative project delivery methods and utilizing internal talent and resources where possible
  • Adhere to appropriate standards for proposed construction projects and review designs for compliance with all Alberta Transportation specifications and all Provincial and Federal Environmental acts and regulations
  • Liaise with Operations to ensure all operational requirements and inputs are included in the design.
  • Research alternative innovative construction and project delivery methods
  • Support the Engineering Manager in preparing the Multi-Year Capital Plan as required. This includes but is not limited to performing assessments on roads, bridges, and drainage projects in addition to any other assignments
  • Collaborate with other Sturgeon County Departments and assist with project management duties to ensure a consistent project management approach is applied throughout the County
  • Prepare and update project schedules and plans for assigned road construction projects (to include project charters, scope statement, work breakdown structure, schedules and estimates)
  • Maintain a project status issues log and report to the Engineering Manager on a weekly basis as to thecurrent status of all projects assigned
  • Participate in the procurement process as well as in the selection of consultants and contractors
  • Provide timely review of engineering design and contract documents
  • Prepare tender documents and provide assistance in the generation of requests for proposals required to support projects
  • Negotiate and obtain agreements with utility companies and landowners as required to support road construction projects
  • Deliver notifications to landowners where the construction projects may cause inconvenience or inhibit access
  • Coordinate with all stakeholders including consultants, contractors, and internal resources to ensure project success
  • Monitor and report budgets and identify variances and year-end projections
  • Prepare, monitor and report on construction progress, schedules and identification of any variances during all phases of work
  • Evaluate, recommend, and resolve project changes and deviations
  • Verify quantities and ensure all specifications are met as per the tender document
  • Coordinate all pre-construction, progress, post construction and applicable site meetings
  • Review and recommend all progress and final payments
  • Negotiate with contractors with respect to the requirements for project scope changes and schedule variances, and resolve disputes in accordance with County bylaws, policies and processes
  • Ensure that Sturgeon County worksite policies are followed and that contractors rectify any construction related deficiencies or complaints from the public
  • Liaise and respond promptly in a positive manner to internal and external customer requests for
information regarding transportation capital projects
  • Perform construction completion and final acceptance inspections and issuance of respective
certificates
  • Complete all project closure requirements
  • Review project implementation and provide feedback to consultants, contractors and the Senior Capital Projects Officer on quality, compliance, scheduling and overall project delivery performance
  • Review drainage concerns and make recommendations to address through either operating or capital budgets
  • Cultivate a shared understanding of corporate goals by fostering Sturgeon County values of

  • Adhere to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health andSafety Management System
  • Perform other related duties as required by Supervisor
Job Skills: Competencies include: familiarity with road, and storm water , design and construction techniques; knowledge of Alberta Transportation road and all environmental regulations; excellent customer service, organizational and project management skills coupled with strong writing techniques; sound negotiation, problem solving, and decision making abilities; proficient in Microsoft Office programs including Access, Excel, Outlook, PowerPoint, and Word ; experience with air photos and technical design and construction drawings; ability to interpret the County’s General Municipal Servicing Standards, understand Municipal Development, Area Structure Plans and land use bylaw statutory plans, the Municipal Government Act and various Servicing Reports for bridges, and drainage projects; capable of working efficiently, effectively, independently, and in a team environment.Job is performed both in a remote working environment and on worksite locations with occasional additional hours being required during the construction season. Travel throughout the County under various weather and road conditions is required.Job Qualifications: A diploma in a civil engineering program or a degree in an engineering discipline from a post-secondary institution; or a certificate in Project Management with three years of experience in a related field. Hold a professional designation issued by APEGA, ASET or other equivalent professional association. A Class 5 Drivers License with Defensive Driving Certificate and a clear driver’s abstract.Job Type: Full-timeQuick Apply
