Job Description

The RoleWhats the role -This position serves as the overall Health, Safety, Security, and Environmental (HSSE) focal point for assigned Trading & Supply assets.Supports Operations and Engineering with the implementation and sustainability of the agreed upon operational HSS targets, priorities, and associated plans.Provides functional assistance, Technical Safety Engineering, Safety & compliance assurance, and HSSE training.Accountabilities:Area of responsibility includes assigned assets in a specific geographic area (typically, 3-5 terminals or equivalent) with weekly terminal visits. The HSSE advisor interfaces closely with and aligns priorities with key stakeholders (Terminal Manager, Facilities Engineer (Maintenance & Capital Projects) and Distribution Operations Support (DOS). This role is the focal point for TSO HSSE coordination within assigned terminals. This position also will provide stewardship over the Contractor Safety, will assist the terminals with the development and implementation of local and global HSSE programs and standards, and provide general regional HSSE assistance within T&S as needed.Dimensions:This role does not have direct reports.Principal AccountabilitiesHealth & Safety Support:Compliance – Internal & External

  • Provide guidance regarding interpretation of Health, Safety & Security requirements for Assigned Operational Assets and assist Operations with compliance
  • Continually assess and improve existing procedures to ensure that each is “fit for purpose” and are LEAN in its approach
  • Partner with Operations on daily safety challenges (project work, contractors, etc.) to achieve ALARP solution (however, staying aligned with HS&S colleagues)
  • Ensure annual review of Health & Safety procedures, Self Assessment forms, etc. (update as needed)
  • Perform weekly field walks with a focus on (PSF, FLBM, live PTW, LOPs) with operations
  • Conduct Safety meetings at terminals
  • Support ePTW and update of applicable procedures
  • Communicate regulatory requirements (Provincial/ OSHA, HSSE & SP Control Framework)
Assurance
  • Assist with Facility Self Assessments (Health Safety & Security)
  • Assist with LOD1 program where appropriate
  • Perform LOD1 SME reviews for support terminals
  • Advise operating areas in the performance of PTWs, MOCs, etc. to assure understanding of risk identification, safety procedures, etc.
  • Conduct annual HSSE MS Review with Terminals and track actions to closure
  • Conduct PTW reviews and coaching for LPIs and PIs
Data Tracking – FIM & Assurance
  • Provide support on classification where required on incidents, near misses, non-compliances, etc. that are entered into FIM
  • Work with MI Analyst to ensure that all entries are in accordance with the Global Performance Monitoring Report (PMR); any disputes of classification should be worked with the MI Analyst
  • Coordinate monthly FIM reviews with terminals to identify trends
Investigations
  • Ensure appropriate Incident Investigations (Causal) are performed for all qualifying incidents (per HSSE procedures) (Facilitate or provide assistance to Ops, Engineering, etc.)
Learning From Incidents
  • Assist with the preparation of Go & Engage as needed and distributed (per HSSE policy) for all qualifying incidents
Barrier Management
  • Ensure HEMP stays “evergreen” through frequent reviews during safety meetings, etc. (lead and/or provide assistance as HEMP Practitioner, ensure HEMP document is updated)
Emergency Response Planning
  • Assist TM / Ops and participate as required in ER drills, table tops, live exercise etc.
  • Lead ER exercise for remote sites
Training
  • Ensure that Health & Safety training courses are reviewed annually and kept up to date
  • Assist Operational Assets in understanding the Control Framework (procedures that comply with the CF).
  • Where / when required, conduct / lead appropriate ILT classes on critical H&S procedures.
Projects
  • Provide Subject Matter (SME) expertise as requested/needed for projects affecting assigned Operational assets (i.e. HAZOPS, HFT, etc.).
Contractor Safety Management
  • Ensure an understanding of the Contractor Safety Management System by assigned Operational assets and proper execution of program
  • Review all contractor variance requests and provide recommendations accordingly
  • Develop HSSE improvement programs for contractors as appropriate.
  • Imbed FIM anywhere program
  • Provide HSSE training to Contract Holders and Contract owners
  • Perform HSSE Plan reviews, assist Risk Assessments and Health Checks
  • Participate in Business Performance Reviews and Contractor MS audits with contract holders
Shell Global Safety Day
  • Support Operations in the delivery of annual Safety Day at assigned Operational assets (include contractors as well)
Security Support:Assurance
  • Assist with Facility Security/LOD1 Self Assessments at operational sites and assist security advisor as needed at terminals
Skills and RequirementsWhat we need from you -
  • Must have legal authorization to work in Canada on a full-time basis for anyone other than current employer.
  • Degree in a scientific or engineering discipline, preferably Chemical Engineering
  • Minimum seven (7) years oil & gas business experience
  • Deep technical understanding of hazard identification, consequence and risk assessment models
  • Previous experience in Technical Safety engineering-
  • Familiarity with the Project Delivery Framework - Familiarity in the practical application of the HSSE & SP Control Framework
  • Experience in participating in formal HAZOPs is an advantage but not a pre-requisite.
  • Successful completion HEMP101 preferred.
