Position Summary Reporting to the Manager of Water & Waste and indirectly supporting the Manager of Finance & Administration, the Utility Projects & Asset Management Coordinator is responsible for the RM of Springfield’s Utility Projects and Asset Management Program to derive maximum value and service from its tangible assets and Project Coordinate utility initiatives and projects, in alignment with the RM’s strategic and financial objectives.Key Duties and Responsibilities The listed duties are a representation of the various types of work that are expected to be performed, but may include other work tasks consistent with municipal asset management practices and organizational needs. · Prepare design drawings, reports, cost estimates and tender documents for Municipal infrastructure projects that relate to storm sewers, stormwater management, sanitary sewers, watermains and utilities.· Participates in the preparation of calculations and records for submission to senior levels of governments for subsidy and audit purposes.· Provide information to consulting engineers regarding design, construction and studies related to capital infrastructure renewal projects or environmental assessment studies.· Liaises with consulting engineers, contractors, developers and the public on infrastructure issues.· Attends to service request made by the public pertaining to Municipal infrastructure projects.· Maintain an updated asset registry with accurate data records, asset condition ratings and valid replacement costs of all asset categories and individual assets.· Undertake or incorporate results from field condition assessments of the RM’s infrastructure groups to illustrate current health of assets.· Undertake life cycle costing and risk assessments for tangible assets related to the replacement and/or rehabilitation of the Municipalitys infrastructure, including roads, bridges, water and wastewater networks, solid waste collection, facilities, fleet and equipment.· Act as the RM’s subject matter expert in the use of its enterprise asset management software application (PSD Citywide) and provide functional support to staff in its use and advancements.· Support various departments in the optimal replacement, rehabilitation, or general maintenance requirements of its assets by interpreting data records and using industry standard practices.· Support the development and delivery of the RM’s Capital Asset Management Program by providing infrastructure integrity reports, conducting research and advising management and Council on the prioritization of capital projects.· Complete and maintain the RM’s Asset Management Plan to define the long-term structure, objectives and improvement strategies of its infrastructure.· Develop and present an Annual Infrastructure Report Card on the health and risks facing the RM’s tangible capital assets.· Evaluate the incorporation of non-engineered “green†assets into the RM’s asset registry and infrastructure framework.· Evaluate the implementation of a work order and maintenance management system including the costing and scheduling of customer-driven service requests and company-based maintenance work activities.· Maintain a superior understanding of asset management practice and remain current with industry trends and governmental areas of importance.· Perform detailed numerical cost/benefit analysis and risk management analyses related to asset management using software and spreadsheet formats.· Prepare various reports and studies on a variety of municipal projects to continuously improve the municipalitys processes and practices for greater efficiency and effectiveness.· Assist in the preparation of reports and surveys for submission to regulatory/governmental authorities.· Coordinate and investigate Special Projects as directed by Council or Senior Management to evaluate options, report findings and propose recommendations and implementation plans.· All other duties as assigned.Educational Requirements· Attainment of a C.E.T. designation;· Certification in an asset management program would be considered an asset.· City Wide or similar asset management software experience is preferred.· Familiar with GIS systems, considered an asset.· Experience in Finance and Accounting, considered an asset.· Familiarity with Public Sector Accounting Board Standards (PSAB).· A minimum of three (3) to five (5) years experience in municipal or civil related field with focus on financial analysis and technical infrastructure evaluations.· Must possess a valid Class 5 Manitoba driver’s license.Work Experience Requirements· Familiarity in developing asset management plans and the use of asset management software.· A demonstrated understanding of asset management industry principles, governmental priorities and life cycle costing techniques.· Working knowledge of municipal infrastructure planning and design concepts, project contract administration and infrastructure construction concepts.· Ability to undertake rigorous quantitative and qualitative analyses and develop interpretations into sound recommendations.· Advanced analytical skills with superior computer proficiency in Excel and database management.· Good working knowledge of Word, PowerPoint and Outlook.· Proven written and verbal communication skills with attention to detail and a high degree of accuracy with data records.· Excellent interpersonal skills and trustworthy character to successfully network with others.· Ability to work independently with minimal oversight and
