Job Description

Basic Function:Support the local community and the Housing and Homelessness staff and programs by delivering OPHI, COCHI, Homelessness Prevention Program, and any other MMAH or municipal funded programs and oversee the staff delivering local housing and homelessness programming in accordance with all legislation and guidelines applicable to Ministry of Municipal Affairs and Housing mandated services.Position Description:Under the guidance of the Program Manager, Homeless Prevention Services, this position has the following duties and responsibilities:

  • Manage and oversee the Rent Supplement Programs in Haldimand and Norfolk including receiving and reviewing the annual submissions for contract requirements for any/all contracts.
  • Support community partners regarding contract requirements such as the rental protocols, annual occupancy reports, data reporting, and provide information and direction as required.
  • Manage and oversee the Emergency Housing Program including contract compliance with all vendors supporting the program.
  • Act as a resource to staff in determining appropriate resolutions to challenging situations regarding client service and eligibility decisions.
  • In consultation with the Program Managers of the Housing and Homelessness Teams, create and deliver initial and ongoing training plans for housing and homelessness staff regarding applicable Ministry program guidelines, corporate and departmental policies, Housing Services Act, Residential Tenancies Act, and Municipal Freedom of Information and Protection of Privacy Act, and other professional development as required.
  • Liaise with community partners regarding housing and homelessness initiatives in Haldimand and Norfolk under MMAH.
  • Work collaboratively with housing and homelessness community partners to support the improvement/development of programs and services provided by the housing and homelessness teams.
  • Actively participate in community planning tables and advisory groups as applicable and required.
  • Attend community sites including Emergency Housing, encampments, and community partners, as required for support of staff and community.
  • Be competent in sector specific software programs supporting staff including Rent Café, HIFIS, Province Wide Arrears Database, and One Key to manage staff access, training, and reporting needs.
  • In consultation with the Program Managers, approve funding requests for Ontario Renovates for community and housing providers, Homeownership, Housing Stability Bank, Housing Allowance, COHB, and any other direct delivery stream programs under Norfolk County and support staff with related administrative tasks such as issuing funds, record keeping, reconciliations and approval letters.
  • Facilitate the operations and delivery of the Service Manager housing and homelessness directly delivered programs including oversight of the staff.
  • Provide coaching, mentoring and development of the housing and homelessness staff, including goal setting, feedback, recognition, rewards, and discipline where required
  • Responsible for providing management of the housing and homelessness teams in the Program Manager’s Absence
Knowledge and Experience:
  • Four Year Honours Degree in a related discipline preferred (Social Sciences, Social Work, Human Services, Public Administration, etc.)
  • Two years of direct related experience in the housing or homelessness sector, in a supervisory role or systems support position preferred.
Skills and Abilities:
  • Superior analytical and problem solving abilities
  • Excellent oral and written communication skills
  • Strong interpersonal skills including conflict mediation and de-escalation techniques.
  • Knowledge of Housing First and Trauma Informed Care Principles
  • Knowledge of MMAH Funding envelopes, service categories, and performance indicators
  • Knowledge of local community partners supporting Housing and Homelessness programming
  • Strong planning and organizational skills
  • Strong skills using applications such as Excel, Word, PowerPoint, and Adobe.
  • Valid Ontario driver’s license and access to a reliable vehicle
  • Computer expertise in corporate standard software (Microsoft Office) and department specific software to data search and entry and to create and modify word processed documents.
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act
