Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario. This role is responsible for the design, development, and operations of new modern and complex technology programs, creating and managing the overall strategy, governance models, processes, practices, and capabilities within I amp;IT.DevOps engineering is an in-demand function that requires a solid grasp of complex technologies, in a particularly dynamic field.It combines planning, design, and architecture on one hand (for identifying market trends, technologies of interest etc.) with delivery and support on the other (for implementing and sustaining portfolio).What will I be doing

  • Leads, defines, and monitors strategy for the new technologies in yearly operating plan and performance objectives to monitor for quality and service excellence.
  • Supports the development and build-out of the I amp;IT new technology strategy and roadmap for the enterprise.
  • Oversees the development and operations of new technologies through planning, design, implementation, and maintenance; ensures it aligns with the corporate technological vision and direction to support the organization’s strategic and operational goals.
  • Provides senior technical leadership to I amp;IT projects by providing a single, accountable technical leader spanning all architectural contributors to projects.
  • Leads alignment on technical outcomes by making critical and impactful technical decisions and documents them in ADRs (Architecture Decision Records), including technology product and platform selection, integration patterns to be used, and solution topology.
  • Provide senior technical leadership and guidance to other staff and engineer roles (whether internal or from vendors).
  • Research, design, and experiment with modern technologies that can provide Metrolinx I amp;IT an edge in productivity, cost effectiveness and employee satisfaction.The focus is on DevOps and IT-oriented technologies used for IT Architecture, Agile Delivery, and DevOps support teams.Examples range from Gitub, Atlassian, Hashicorp, BlueDolphin technologies to new applications of automation and AI to the DevOps domain.
  • Implement solutions that raise the level of quality and speed of delivery for Metrolinx I amp;IT teams, interfacing with procurement, external vendors, internal partner, and client groups.These solutions could be commercial off-the-shelf tools, free open-source, or custom developed automations.
  • Maintain the portfolio of DevOps and related tools up to date, secure and stable. Define and evolve the DevOps technologies roadmap.
  • Support I amp;IT groups (PMO, Design, Delivery and Operations) with respect to the I amp;IT portfolio of tools.Resolve service desk tickets and provide direct support to other teams for the applications in your portfolio and provide support in a timely manner and to Metrolinx standards.
  • Participate and conduct technology deep dives, create technical and architectural diagrams and documentation for the respective technologies’ portfolio.
  • Develop a world-class DevOps engineering team.Attract, develop, and retain talent.Help team members as needed with prioritization, eliminate roadblocks, and foster a great work environment in line with Metrolinx culture and values.
  • Define, track, and refine relevant KPIs for the DevOps Engineering team in alignment with departmental and organizational goals and priorities.
  • Develops and implements policies and procedures in compliance with corporate, government and legislative directives and regulations, identifies technical, operational and project risks and develops risk mitigation strategies
  • Oversees the development of quality assurance metrics of contractor and supplier performance and review/approves corrective action plans for performance deficiencies.
  • Directly manages employees in a single work group or team performing related tasks.
What Skills and Qualifications Do I Need
  • Completion of a university degree in Engineering, Computer Science, or a related discipline or advanced/specialized technical certification of equivalent years.
  • Demonstrated experience with significant job-related experience.This role requires a highly skilled professional combining depth and breadth in two disciplines (Development and Operations), as well as people leadership capabilities and outstanding communication skills.
  • Leading transformational change, risk management and assessment initiatives to adapt to new or changing requirements and lead change throughout the organization, reflecting on lessons learned to analyze, evaluate, and define problems/challenges, identify alternatives, and make timely decisions to manage risk and address issues.
  • Broad and deep technology knowledge, including past hands-on experience with Scripting and Coding experience in one or more of the following languages used for Cloud Infrastructure Automation: such as Terraform HCL, YAML, Java, Python, JavaScript and SQL.
  • Experience with the following:
    • Cloud IaaS and PaaS (Azure, AWS, Google Cloud)
    • DevOps tools such as GitHub, Jira and Jenkins
    • Experience with Infrastructure automation tools such as Ansible and Terraform
    • Automating infrastructure with code
    • Developing, maintaining, and supporting CI/CD pipelines
  • Leadership and management skills to manage and motivate staff to meet or exceed customer expectations.
  • Well versed in introducing new ways of thinking and working (i.e., DevOps, Lean, Agile) and the data implications and integrations required across internal and vendor teams.
  • Diplomacy, negotiation, and persuasion skills to administer, review, and negotiate vendor contracts, and manage customer service and facilities management issues.
  • Leadership and management skills to manage and motivate a team/unit as well as cross functional teams and set high standards and clear expectations.
  • Vendor and contract management, negotiation and influencing skills to advise on procurement strategies and negotiate contractual obligations and amendments with vendors.
  • Effective written, oral, presentation and interpersonal skills to articulate and present advice, options and recommendations to senior management, executives and business clients on fare systems/fare collection programs, projects, and technology solutions.
