Specialist, Strategic Planning, Management and Evaluation2 Contract Full-time - Duration: up to twenty four (24) monthsHuman Services/Strategic InitiativesDo you have a passion for program evaluation theory/frameworks and research methods Do you have the ability to make an impact by delivering evidence-based advice with the goal of effecting superior outcomesAre you an analytical thinker and a sound facilitator who thrives in an environment where collaboration, assessment and evaluation are embracedAre you an influencer who can provide guidance and support in the development of program and operational strategy and performance measurement frameworksThe Role...In this role, you will be a key contributor in partnering with Divisions in the Human Services Department, providing sound advice, support and capacity building to deliver on our 20 year Region of Peel Strategic Plan.Through the development and implementation of strategic plans, performance management systems, and evaluation methodologies, you will support the Department to meet its goals and objectives in alignment with the Integrated Planning Framework.In an effort to achieve service outcome excellence, you will work in an integrated way to build trust and confidence while creating an alignment between strategy and operations and advance a performance culture that enables the Human Services department to achieve their goals in the areas of Housing and Homelessness, Income & Employment, Early Years & Child Care, and Community Investment.Responsibilities:Evaluation

  • Evaluates strategic/systems plans, programs, and service delivery models to understand drivers of success, barriers, and outcomes.
  • Prepares recommendations for improvement for management’s review and/or implementation.
  • Provides evaluation support by facilitating the development of evaluation plans, matrices/questions, and frameworks through appropriate methodologies, including logic models, performance measurement frameworks, evaluation tools, data analysis and report writing to make recommendations; and supports the Department on evaluation requests through external vendors where applicable.
  • Effectively presents evaluation findings and recommendations in an accessible format and builds capacity, when needed, to improve understanding of findings and uptake of recommendations
Strategic Planning
  • Use strategic planning practices, processes, and tools to facilitate strategic and operational planning; create alignment and accountability to the Region of Peel’s Strategic Plan and develop performance management frameworks to ensure that the Human Service department achieves effective outcomes for Peel residents.
  • Provides Department and program areas advice to ensure alignment among daily operations, strategy, and budget through the development and implementation of the Integrated Planning Framework.
  • Utilizes relationship-building skills to increase cross divisional and departmental integration from a strategic and performance perspective.
Performance Management
  • Lead facilitations and internal client meetings to develop and implement performance measurement frameworks, including identifying Key Performance Indicators (KPI) that are effective in assessing the extent to which objectives and outcomes are achievable and where areas for improvement are needed.
  • Assists in the development of consistent planning and performance measurement practices/standards and outcome-based measures; ensures standards are client centered, and in line with a systems-thinking approach; promotes results-based accountability; identifies best practices that can lead to improved services and potential cost savings.
  • Enhances performance culture across the department through capacity-building efforts with the intention of collaboratively identifying KPI’s and methods to measure operations effectively; utilize evidence to inform decision-making and communicate performance data in an accessible format.
  • Provides analysis and interpretation on trends, risks and gaps relating to the department and program areas for planning and performance management purposes, draws cross-linkages between data, reports and community indicators.
Client Management
  • Reports to and works with people-leaders (Advisors/Manager) within the team (independently and in collaboration with team members) to advance project deliverables.
  • Engages in relationship building and effective collaboration within the unit, across the Divisions, Department and Organization.
  • Leads and/or participates in committees and/or project teams; makes presentation to committees, leadership and the general public.
  • Supports people-leaders within the team to negotiate with others (e.g., internal clients, stakeholders, politicians, governments, developers and agencies) to decide on common ways of planning, monitoring and evaluating new and existing Human Services program/initiatives for the Region of Peel and the Department.
  • Works collaboratively with the team’s people-leaders and Divisional partners to complete customer satisfaction reviews to ensure that service providers offer levels at a standard that complies with the expectations of Human Services policies, procedures and applicable legislation.
Qualifications:
  • Post-secondary education in Social Science, Business Management, Human Services, Public Administration or a related field, combined with a minimum 5 years of relevant experience or an equivalent combination of education and/or experience.
  • Proven experience creating strategic plans and performance measurement frameworks. Experienced in creating Strategy Maps, Objectives and Key Results (OKR), and/or Key Performance Indicators (KPI).
  • Experience conducting program evaluations using appropriate methodologies (e.g. outcome, implementation/process, etc.,), developing logic models, and associated performance frameworks. Able to use a range of research methods and methodologies (qualitative and quantitative) to guide evaluation process including scoping, data collection, data analysis, and reporting.
  • Experience in methodologies such as project management, change management, and process management and improvement
  • Proven experience working in project teams and able to liaison with staff, senior leadership, Divisions, Departments and the public in a sensitive and effective manner. Proven ability to problem-solve and resolve conflict.
  • Proven ability to facilitate and present complex information, following adult-learning principles. Experienced in knowledge translation tactics (i.e. knowledge exchange, learning tools), capacity-building efforts, and keeping abreast of best practices

  • Political awareness and sound judgment
  • Strong interpretational, collaboration and customer service skills
  • Proficiency in all Microsoft Office applications (Visio, Word, Excel, PowerPoint, Project, OneNote).
  • Knowledge of data analysis software (e.g., SPSS, NVivo) and programming (e.g., VBA) is considered an asset
  • Credentialed Evaluator designation and Credentialed Strategic Planner designation considered an asset
