Job Description

MANAGER OF LEGISLATIVE SERVICES(Temporary, Full-time (One Year Term) with the possibility of an extension)The Regional District of Fraser-Fort George (RDFFG) is one of 27 regional districts in BC. We are a local government that provides governance and delivers a wide range of services to people living in seven electoral areas and four member municipalities that include, the City of Prince George, the District of Mackenzie, and the Villages of McBride and Valemount. Our administrative office is in Prince George, in North Central, BC on the unceded ancestral lands of the Lheidli T #39;enneh First Nation.The Regional District has an exciting opportunity for a motivated, self-starting and energetic individual to join the Corporate Services Department as the Manager of Legislative Services. This is an exempt position that is designated as the Deputy Corporate Officer and fulfills all statutory, legislative, and regulatory requirements as set out in the applicable legislation. The Manager directly supervises, assigns work, and monitors the performance of direct reports including overseeing the reception services/service centre function.This is a temporary, full-time position for a one-year term, with the possibility of an extension. The ideal candidate has related experience in a local government or public sector environment, is technically proficient, process oriented, adept at working within a procedural environment and comfortable working with elected officials and the public.NATURE AND SCOPE OF WORKReporting to the General Manager of Legislative and Corporate Services (Corporate Officer), this exempt position is responsible for effectively coordinating the activities and delivery of services to the Regional Board in support of the Board #39;s strategic priorities and corporate workplans. Additional responsibilities include:

  • Coordinating Board and other organizational meetings, including overseeing the preparation and distribution of agenda materials, reviewing Board reports and follow up on Board directives.
  • Administering, updating and drafting of bylaws, policies and procedures, as required.
  • Supporting the implementation and maintenance of the corporate records management system in accordance with the Regional District #39;s Classification and Retention schedule.
  • Coordinating and operating technologies (e.g. agenda management software) that support Board and committee meetings.
  • Provides guidance on procedural rules and authority ensuring compliance with relevant bylaws and legislation including the Procedure Bylaw, Community Charter, Local Government Act, and regulations.
  • Reviewing and authorizing delegation requests to the Board and committees ensuring compliance with applicable terms of reference, bylaws and legislation.
  • Providing information, assistance and guidance to internal and external contacts pertaining to departmental operations, policies, decisions of boards and committees and related matters.
  • Providing corporate training in Legislative Service topics and assists with the preparation of training materials.
  • Undertakes special projects and performs other duties as assigned, in accordance with departmental and corporate objectives.
QUALIFICATIONS AND EXPERIENCE
  • Undergraduate degree or related post-secondary courses and training
  • Formal education in Local Government Administration such as a Certificate or Diploma in Local Government or Public Administration, or Board of Examiners Certification is considered an asset.
  • Minimum of three (3) years related progressive administrative experience in a local government or public sector environment.
  • Minimum of one (1) year in a supervisory capacity; or an equivalent combination of training and experience.
  • Thorough knowledge of the Community Charter and Local Government Act, related statutes, laws and Regional District regulations.
POSITION COMPENSATION:The salary range for this position is $99,670 to $117,260 (2025 rate) and will be commensurate with education and years of experience.
