Job Description

Position Overview:Are you interested in playing a lead role in transformational change across an entire City Do you want to work on one of the most pressing issues in a generation Are you interested in being on a team of talented professionals with a passion for change Are you a community builder who can rise to meet challengesThe Saint John Local Immigration Partnership (SJLIP) is a collaborative community initiative designed to improve newcomer settlement and integration outcomes, and to strengthen the City’s ability to better address the needs of newcomers. Supported by Immigration, Refugees and Citizenship Canada (IRCC), the SJLIP was launched in May 2017 to bring together local stakeholders to develop and carry out a coordinated newcomer strategy for the City.This term position is for a period of over two (2) years. End date is March 31, 2025.The SJLIP Project Manager is responsible for the coordination of the Local Immigration Partnership and the implementation of key strategies to improve outcomes for immigrants living and working in Saint John. Housed within the Growth and Community Services service area of the City of Saint John, and under the direct supervision of the Growth Manager, the SJLIP Project Manager will be a champion for growth in Saint John.Key Responsibilities:Program manage and coordinate all aspects of the SJLIP, bringing resources together and building needed community relationships, ensuring timely communication to the community on achievements, status and next steps:

  • Play a lead role in the research, development, implementation, marketing, monitoring and evaluation of all aspects of SJLIP and its strategies.
  • Act as a knowledge base for municipal government on how to foster a more welcoming and inclusive community for immigrants, and advise on what resources are required to improve immigrant outcomes and retention.
  • Act as an ambassador for newcomers in Saint John and promote the Saint John Local Immigration Partnership’s mandate, objectives, and activities.
Establish partnerships, seek synergies and coordinate tasks amongst all stakeholders and foster and manage strong working relationships and effectively liaise with existing SJLIP Council members, Working Group members, and community stakeholders:
  • Organize and manage the SJLIP Council and related Working Groups meetings and activities; prepare and circulate minutes, agendas, reports, correspondence, etc. as required.
  • Provide regular updates to the SJLIP Council and municipal government, as required or requested.
  • Work with city staff, SJLIP Council, and other partners to develop, implement and assess a detailed SJLIP work plan and schedule for all aspects of the projects showing key deliverables, timelines, resources and key milestones.
  • Work closely with colleagues in the Growth and Community Services department to ensure a newcomer lens is placed on relevant areas of community planning, growth, community services and other relevant service areas in City Hall.
  • Work in partnership with the Arts and Culture coordinator to establish good working relationships with ethno-cultural communities in Greater Saint John.
Establish and maintain excellent networking relationships with other LIPS, municipalities and both Provincial and Federal departments engaged in immigration:
  • Ensure project implementation activities are properly coordinated with other stakeholder initiatives to help ensure timely and effective alignment with other projects.
  • Co-ordinate budgets and direct resources in the performance of SJLIP and complete all required reporting requirements from the primary funder, Immigration Refugees and Citizenship Canada.
Evening, weekend, or after-hour work may be required, as well as occasional travel.Essential Qualifications:Education:Degree in social services, public administration, or related field.Candidates with an equivalent combination of education and experience (including lived experience) may be considered.Experience:Considerable experience in project management with proven ability to deliver projects on time and within budget.Experience leading initiatives in partnership with various perspectives and cultures.Prior experience working with, or on behalf of immigrants, and knowledge of best practices related to immigration.Excellent interpersonal skills (collaboration, negotiating, conflict resolution) and a team-player with a track record of developing stakeholder relations and excellent customer service.Fluency in English with very strong communication skills, and a particular focus on writing and giving presentations.Working knowledge of Microsoft Office (Word, Excel, PowerPoint and Outlook).Valid Class 5 Driver’s license.Assets:Proficiency in French will be considered a strong asset; proficiency in a non-official language will be considered an asset.Strong knowledge of community resources, familiarity with local government, the Greater Saint John economy, as well as regional and provincial economic and demographic trends.Prior work with academic research including qualitative and quantitative analysis, policy development will be considered an asset.Prior experience in developing communication and marketing tools, and managing web and social media content will be considered an asset.Please note: It is a condition of employment with the City of Saint John to show proof of full COVID-19 vaccination or a valid certificate of medical exemption from vaccination.
