Job Description

Established in 1976 the Saskatchewan Indian Institute of Technologies (SIIT) is a First Nation governed post-secondary institution. Recognized under provincial legislation, the Institute has been conferred authority to grant certificates and diplomas. SIIT welcomes over 2400 students into our urban and community programs annually as well as serving over 6000 clients through our ten Career Centers across the province. Nature and ScopeThe Operations Officer participates in the operational processes for the regional delivery of the First Nation Labour Market Strategy (FNLMS) under the Indigenous Skillsamp; Employment Training (ISET) Program and Strategic Initiative Projects. This position will positively promote and create an environment that demonstrates SIIT #39;s vision, mission, and mandate.General AccountabilityThe Operations Officer is accountable to ensure administrative, accounting and reporting functions are carried out to meet internal and external reporting requirements in an accurate, timely fashion. This position involves analytical and complex work, requiring effective time management to meet critical deadlines. The Operations Officer will interact with internal and external stakeholders to provide financial administration, operational support in order to assist with the administration, coordination and management of FNLMS. Routine work includes maintaining and updating analytical spreadsheets, generating reports, identifying discrepancies, preparing and processing accounting entries, and performing other administrative duties within the Operations Unit of the SITAG Department. This position includes the following broad range of accountabilities: Specific AccountabilitiesAccountingamp; Administration

  • Process First Nation employment agencies #39; quarterly claiming, advance payments and financial analysis for Labour Force Development (LFD) and Strategic Initiatives
  • Maintenance of accounting documentation such as journals, ledgers and supporting financial records as required
  • Participate in the year-end reconciliation and closing of the financial records, as well as annual audits of accounting records
  • Preparation of financial reports to Service Canada, FNLMS and First Nation employment agencies as required
  • Ensure accurate entry of data into systems; generate reports to review accuracy
  • Assist with ad hoc reporting, analysis or projects as required
  • Assist and contribute to the development and maintenance of an effective process and procedure manual
  • Provide backup support to other Operations Officer as needed
Reporting and Monitoring
  • Undertake selected LFD and Strategic Initiatives monitors, according to a given process, and participate in all related activities, which further develop and evolve the monitor process
  • Provide advisory services to the staff of the First Nation employment agencies as needed
  • Investigate and resolve discrepancies and issues
  • Ensure the strict confidentiality and privacy of information
  • Ensure compliance with established financial, legal and/or administrative requirements
  • Stay current and compliant with financial regulations, standards, best practice and work methods
Client Service
  • Develop and maintain positive relationships with individuals and organizations within Saskatchewan #39;s network of First Nation employment agencies.
  • Provide technical support and follow-up, as needed, to LFD staff at the delivery agency level
  • Assist department with ad hoc reporting, analysis or projects as required
Required Qualifications and Experience: Post-secondary education in administration, accounting or business is preferred, along with two (2) years of relevant experience. Delivery experience as well as knowledge of the FNLMS under the ISET Program is an asset. Must have experience using with accounting software. Good working knowledge of MS Office including Word, Access, Excel, Power Point and Outlook. The incumbent must possess an ability to network extensively with First Nations stakeholders and other relevant organizations. An equivalent combination of education and experience may be considered. Knowledge of First Nations cultures and organizations would be an asset.
