As the Operations Manager you will be responsible for ensuring that all operations and maintenance are conducted in accordance with the relevant Canadian Aviation Regulations (CARs) and the Aeronautics Act. The Manager must provide leadership, direction, and the coordination of flight operations and maintenance for the safe, effective, and efficient operation of NRR’s helicopter fleet. It is imperative that the Manager provides solid leadership in maintaining the Air Operator Certificate (AOC) issued to NRR by Transport Canada.The Manager leads a team of aviation professionals and is responsible for the overall development of staff and the delivery of air services in accordance with legislation, policy, and regulations.The Operations Manager position is regulated under the Canadian Aviation Regulations (CARs) Subparts 702.07 and 703.07. The qualifications and responsibilities of the Manager are defined under Standards 722.07(2)(a) and 723.07(2)(a).Primary AccountabilitiesThe Operations Manager reports to the Director, Fleet and Forest Protection. Some of the primary accountabilities include:

  • Providing strategic and operational leadership through direction, planning, evaluation, and implementation requiring experience with, and knowledge of, legislation, regulations, policies, and programs in support of departmental and government priorities. The Manager works collaboratively across government departments and agencies as well as with various stakeholders and sectors to build collaborative relationships and innovation.
  • Being accountable to the NRR Aviation Services’ Accountable Executive (the Deputy Minister) and Transport Canada; ensuring all flight and maintenance operations are conducted in accordance with the CARs by ensuring that all published procedures and processes meet the relevant sections of the CARs, the Aeronautics Act, the Transportation of Dangerous Goods Act, and all applicable federal and provincial regulations.
  • Managing the budget allocated to Aviation Services by coordinating operating expenditures, recoveries, and capital expenditures through regular planning and timely reports; accurately forecasting budget requirements for the fiscal year.
  • Ensuring effective management of human and financial resources by setting and evaluating staff performance targets, delegation of task or duties, promoting diversity and a healthy, respectful workplace, demonstrating leadership competencies, respecting corporate human resources practices, promoting teamwork and individual development, maintaining Internal communication, adhering to procurement guidelines, and acquiring goods and services in the most cost-effective manner.
  • Ensuring the federally regulated Company Operation Manual (COM) and Maintenance Control and Policy Manual (MCPM) are developed and amended by convening regular quality assurance checks and technical audits. Recommending policies and developing procedures and directives to meet the diverse aviation service requirements of provincial government programs through the coordination of helicopter operations and by providing advice and assistance to NRR in the effective and efficient utilization of the provincial helicopter fleet.
  • Ensuring the training, safety, security, and operational needs of the NRR RPAS (Remotely Piloted Aircraft System) program is in compliance with Transport Canada.
Qualifications and ExperiencePlease note, the Operations Manager position is contingent upon the successful completion and approval of a Transport Canada interview and/or examination.The position is a regulated position under the Canadian Aviation Regulations (CARs). The qualifications, duties and responsibilities are defined under CAR 702.07, 703.07 and Standards 722.07 and 723.07:
  • Must hold, or have held, a Commercial Pilot License – Helicopter (CPL-H) or an Airline Transport Pilot License (ATPL-H) or have acquired not less than two years related flight operations experience with an air operator of a commercial air service or equivalent military experience. (Regulated under Standards 722.07(2) and 723.07(2)).
  • Demonstrate knowledge to the Minister (federal Minister of Transport) with respect to the content of the Company Operations Manual (COM), and the Air Operator Certificate (AOC) and Special Authorizations, as well as the provisions of the regulations and the Standards necessary to carry out the duties and responsibilities. (Standard 723.07(2)(b)).
  • Has attended a Company Aviation Safety Officer (CASO) course or attends such a course within 12 months of assuming the position of Operations Manager. (Standard 723.07(2)(c).
