Job Description

Horizon Maritime is currently seeking a Safety & Compliance Advisor to support the organization for a 12-month maternity leave contract beginning at soon as possible.The Safety and Compliance Advisor is responsible for supporting quality, health, safety, and environment programs to meet the goals and legal obligations of Horizon Maritime. These functions include but may not be limited to: monitoring to ensure Safety & Compliance procedures and client requirements are implemented accordingly; attending daily calls with the fleet, attending external Safety & Compliance meetings as a representative of Horizon Maritime; periodically visiting sites and vessels for safety meetings, inspections, audits and preparing documentation accordingly; preparing training for the LMS as directed; following up on the closure of departmental actions/NC’s; maintaining the emergency response contact information for the fleet and Emergency Response Centers; managing operational KPI’s, providing day-to-day QHSE support to the offshore value stream.This is an in-office position and may be located at either our Dartmouth, NS office or our St. Johns, NL office.Job Duties:

  • Designated Person Ashore (DPA) and Company Security Officer (CSO)
  • Preparing QHSES portion of bid submissions and creating QHSES Plans.
  • Managing and monitoring compliance to the IMS for the fleet.
  • Attending external Safety & Compliance meetings as a representative of Horizon Maritime.
  • Investigating incidents and non-conformities and conducting root cause analysis.
  • Coordinating external audits for the fleet including Class Society, Transport Canada, OVID and E-CMID audits
  • Participating in daily calls with the fleet, following up on requests and offering QHSES advise as required.
  • Overseeing the JOHS Safety Committee process, ensuring meetings are organized and minutes are maintained and posted.
  • Monthly review of emergency contacts and ensuring fleet emergency posters are maintained for the respecting area of operations.
  • Participating in emergency response exercises and drills
  • Overseeing the Horizon Card process.
  • Ensuring that workplace Health and Safety Committee training is provided for applicable ship crew.
  • Facilitating MoC requests and ensuring follow-up on actions and close out of MoC.
  • Conducting project risk assessments
  • Collecting, recording, and analyzing information for incident statistics, KPI’s and emissions.
  • Preparing training programs through the Horizon Academy
  • Ensuring annual reports to the government are compiled and issued by assigned deadlines.
  • Collecting KPI information and conducting quality assurance to ensure data is accurate
  • Maintaining the validity of all procedures specific to offshore and or the vessels
Qualifications
  • 2 – 5 years of marine-related experience, preferably with a background in safety and compliance
  • Occupational Health and Safety Certificate
  • CRSP designation, or in progress
  • DPA & CSO training
  • In possession of offshore certificate to sail onboard vessels, or a willingness to obtain (i.e. Seafarer’s Medical, MED’s)
  • Experience with occupational health and safety management, federal, provincial and international laws
  • Ability to use management concepts and principles including goal setting, planning and execution
  • Proficiency with database & administration systems, specifically Microsoft Office
  • Train the trainer for WorkplaceNL Committee, CSE and WaH, or willingness to undergo after hire and then maintain.
  • Proven ability to maintain the confidentiality
  • Strong analytical, organizational, verbal, written and problem-solving skills
