JOB OPPORTUNITYGEOGRAPHIC INFORMATION SYSTEM (GIS) TECHNICIANPrimary FunctionReporting to the Manager of Planning Services, the GIS Technician will support theongoing maintenance and dissemination of data and applications in the GISenvironment. The unionized role will support business areas with requirementsgathering, geospatial analysis and the creation of required outputs. The GIS Technicianwill work with various municipal departments to ensure that their needs for GISInformation are met on a day-to-day basis.Duties and Responsibilities Performs all aspects of GIS activities associated with collecting/creating,managing, mapping, editing and analyzing spatial data Conduct data conversions, migrations, and processing using measures toenforce data integrity, developing methods, investigating anomalies and ensuringmetadata and spatial data standards are maintained; In particular, experiencedmoving data between AutoCAD and GIS systems Ensure that quality assurance on new or revised data conforms to all applicablestandards and policies Provides technical guidance and support to internal and external staff as requiredto ensure compliance with current and future data standards. Responsible formanaging how various technical staff collect and track data Facilitate data linkages between various applications and databases Review existing workflows and processes and recommend modifications to driveefficiency and meet the needs of the Corporation Acts as a subject matter expert when part of a project team. Provide directionand guidance on the use of GIS applications and analyses for processimprovements, decision–support, usability and accessibility Contribute to the preparation of requests for proposals for GIS related consultingservices Coordinates third party activities, ensuring standards, policies and procedures arefollowed, monitoring compliance with requirements set out under the contract,maintaining records and providing reports on progress and issues. Research, develop and produce superior custom cartographic products on aproject by project basis, or as requested. Produce technical workflow documentation such as process mapping, createmetadata, generate written reports and present project results. Provides software support, training, evaluation, installation and updating for GISand related applications Provide service to customers requesting drawings, mapping and other spatialinformation Support the Emergency Operations Centre as needed Other related duties or activities as assigned by the ManagerEducation/Experience Post-secondary degree or diploma in Computer Science, Geomatics, GeographicInformation Systems, Geography, Earth Science or related field of study. Minimum 2-3 years’ experience working with GIS, databases, and AutoCAD,preferably within the public sector. Experience and knowledge working with data sources such as MunicipalProperty Assessment Corporation, Teranet, Statistics Canada, Land InformationOntario, etc. Experience with addressing and street-naming processes and standards Experience with GIS map production, spatial data standards, systems integrationand associated software, specifically ESRI & Microsoft products. Experience in analysing spatial data in a municipal environment and translatingclient requirements into appropriate GIS reports and thematic maps; Proficient with the ESRI suite of GIS products such as ArcGIS Pro, ArcGISEnterprise and ArcGIS Online Ability to understand and work with web services, REST API, Python, JavaScript,Silverlight, HTML5, ArcXML, SQL Server & ArcSDE considered an asset Knowledge of general database concepts. Strong organizational, time management and interpersonal skills; Proficient with core GIS data maintenance including roads, addresses, parcels,official plan and zoning layers Expertise with GIS metadata principles, practices and maintenance; Expertise in data gathering and analysis, including statistics and geostatistics Strong work ethic; diplomatic; team and service oriented; builds strong workingrelationships Sound independent judgment and problem-solving ability Excellent verbal and written communication skills, including ability to write reportsthat summarize spatial analyses and communicate findings with charts, tablesand narrative Ability to serve as a GIS project leader including development of technicalapproach, scheduling, and quality assuranceConditions of Employment Required to work within an office environment Requires the continuous repetitive use of a keyboard at a constant workingspeed involving mental and visual concentration with frequent interruptions Some overtime may be requiredThe above statement reflects the principal functions and duties as required for properevaluation of the job.
