Questions about this collection of personal information should be directed to the Human Resources & Corporate Safety Division, 125 Syndicate Ave Suite 42, Thunder Bay, Ontario, P7E 6H8, Telephone: 625-3866Application forms must reference the competition number and be submitted to Human Resources by 11:59 p.m. on the closing date.POSITION SUMMARY: Under the general supervision of the Natural Resources Business Development Manager, works with industry and business stakeholders regarding business development and expansion needs, as well as foreign direct investment for Thunder Bay.MAJOR RESPONSIBILITIES:
  • Develops and nurtures strategic relationships and partnerships with local and external business, industry, government representatives, and key funding partners; develops and strategically utilizes networks of contacts to support ideas and initiatives.
  • Provides information and advice to business and potential business prospective entrepreneurs, agencies, the community and other interested bodies on matters relating to economic development issues and opportunities.
  • Initiates and conducts discussion and negotiations with foreign direct investors, and private and public sectors regarding economic development opportunities in Thunder Bay and major and complex economic development projects.
  • Provides information to prospective entrepreneurs, agencies, and the community on matters relating to economic development opportunities.
  • Performs detailed analysis of economic development opportunities; prepares and implements related strategic and promotional plans.
  • Performs detailed analysis and work associated with the completion of research projects, funding applications and feasibility studies.
  • Identifies and promotes improvement to and expansion of existing businesses or industries.
  • Completes projects jointly undertaken by the City and provincial or federal levels of government, or other partners, as assigned.
  • Ensures the CEO is kept apprised of all activities pertaining to the CEDC.
  • Performs such other related duties as may be assigned.
QUALIFICATIONS:Education/Experience:
  • Degree in economics, business administration, or a related field; and
  • Minimum four to six years’ economic or industrial development experience
  • Knowledge of relevant provincial legislation regarding municipal economic development
  • Familiarity with markets and marketing and economic development opportunities
  • Knowledge of related municipal, provincial, and federal government operations and programs, municipal economic development, federal and provincial funding programs, and non-governmental funding sources
Skills/Abilities:
  • Superior ability to establish and maintain effective relationships with members of City Council, private and public officials, the business community, subordinates, co-workers, and the general public
  • Excellent project/time management, analytical/critical thinking, problem-solving, and decision-making skills
  • Proven negotiation, conflict management and mediation skills
  • Ability to exercise independent judgement when dealing with confidential and sensitive issues
  • Ability to plan, develop, and deliver presentations to a variety of audiences, including the ability to skilfully handle on-the-spot questions from senior officials, special interest groups, and the media
  • Ability to work effectively, both as a member of a team and independently
  • Superior ability to communicate effectively and concisely, both orally and in writing
  • Political acumen and the ability to establish and maintain effective working relations
  • Ability to think and act strategically, including the ability to conceptualize and implement change strategies
  • Leadership skills to supervise junior staff
  • Competent within the meaning of the Occupational Health and Safety Act
CONDITIONS OF EMPLOYMENT:
  • May be required to travel to various work locations and provide own transportation
  • Working beyond normal working hours and out of town travel (by land and air) will be required from time to time.
