Job Summary:Comprised of a team of diverse and dynamic facilities and real estate professionals, the City of Torontos Corporate Real Estate Management (CREM) Division is transforming and modernizing the Citys real estate service delivery. If you are an enthusiastic and innovative professional, adaptable to change and eager to apply your experience and knowledge in the public sector, we are looking for you!For more information please review "Overview of City-Wide Real Estate"Reporting to the Manager, Strategic Planning & Policy, and working closely with the Executive, Director, Corporate Real Estate Management and the Senior Management Team, the Business Management Consultant RE provides consulting services in the practice areas of strategy development and planning; business process re-engineering; development of standard operating procedures, business planning and performance reporting, organization design and restructuring; program review and alternative service delivery; program and service improvement; organization development; and, change management. On behalf of the Executive Director, CREM and the Manager, Strategic Policy and Planning, the Business Management Consultant RE will work on strategic and transformational projects, such as the City-Wide Real Estate transformation and prepare associated briefs, communications, develops processes and procedures, staff reports; makes recommendations on service delivery options and standardization which may include alternate service delivery models, performance optimization, business process reviews. Acting as a liaison with Members of Council, other City Divisions, Agencies, and Corporations, client Divisions and other key stakeholders, the Business Management Consultant RE negotiates, problem solves and strategizes to ensure CREMs best interests are represented; guides and provides professional judgement on complex, contentious and emerging issues, including initiatives related to divisional and service group strategies and issues on behalf of the CREM team.Major Responsibilities:
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Utilizes their political science background and/or public administration experience to monitor and implement City Councils agenda as it pertains to the Citys Real Estate portfolio; and leverages such assets to those ends through sound business case analysis.
  • Develops program performance measures, goals and objectives and implements service improvements, policies and priorities to facilitate unit planning initiatives and Business functions.
  • Supports and ensures the alignment of Divisional interests with the Citys direction and other levels of government.
  • Leads and advises on the development and implementation of cross-corporate issues on projects and reports by working with key stakeholders in various divisions.
  • Provides accurate and timely advice based on financial analytics to the Director of Real Estate Services for input to decision making processes at Committee, Council, and for senior staff.
  • Provides policy advice to the Director on emerging issues that will impact divisional operations and ensures appropriate responses are developed for Council policy directives and/or stakeholders.
  • Manages matters involving communications, including internal and external communication, correspondence and complaint investigation and response.
  • Reviews and analyzes all Committee and Council documents including in-camera documents, and decision documents, to aid the Director in implementation of City Council directives.
  • Maintains a continuous and thorough knowledge of current corporate and other divisional and cluster issues and initiatives.
  • Undertakes research and provides evaluation of new business processes within the division including introduction of pilots, training and methodologies for implementation.
  • Carries out cross divisional initiatives requiring co-ordination and response on behalf of the executive group or project management for larger scale initiatives.
  • Ensures the divisions business plan and its processes align with Councils strategic priorities and ensure progress on implementing the agenda.
  • Provides strategic advice in the areas of performance measurement, performance data reporting, best practices and program review.
  • Represents the division on key initiatives and maintains effective working relationships with politicians, senior management both internal and external to the division external boards and agencies and other levels of government.
  • Undertakes research and analysis for the division and program areas and prepares comprehensive reports for the Director, Committees and Councils.
  • Provides ongoing tracking and follow-up on Council directives and ongoing corporate/departmental divisional initiatives including monitoring of master divisional critical paths.
  • Administers and develops new business opportunities for the Real Estate Division in collaboration with all City Divisions;
  • Represents the Directors office regarding HR matters including grievance procedures, meetings and organizational structure.
  • Provides a confidential assessment of organizational issues and makes recommendations for next steps, including policy, procedural and structural change. For mid- to large-scale structural changes, determines workload priorities and negotiates nature of role and process directly with the division head.
  • Assists in the assessment and analysis of corporate organization effectiveness issues and conducts studies and prepares confidential reports with respect to program and service delivery changes; management policies, systems, processes and practices; management restructuring; and organization change.
  • Strong understanding of equity, diversity and inclusion through lived experience and demonstrated through daily interactions.
Key Qualifications:
  • Post-secondary graduate education in Business, Business Administration, Business Process Transformation, Economics, Public Policy, Political Science or Studies, or other related discipline, or an equivalent combination of education and experience. Certification and/or experience applying Lean Six Sigma techniques for business process development and implementation would be an asset.
  • Considerable experience in analyzing and implementing organizational design, business process modelling, business requirements elicitation and management, business systems, standard operating procedure development, strategic plans, and management structure development.
  • Experience supporting strategic and/or transformation projects from concept to implementation focussing on streamlining organizations and processes.
  • Experience in using process design software (e.g. Rational Modeler, Visio), business requirements management and project management software (e.g., MS Project).
  • Experience preparing comprehensive reports and presentations and the application of relevant information to support business analyses and decision-making.
  • Excellent strategic, lateral, and analytical skills in establishing and achieving program goals, client service standards, work plan objectives, outcome targets, and the divisions vision, values, and expectations.
  • Excellent problem-solving skills and the ability to provide constructive resolutions to complex issues, including using a strategic perspective and understanding of stakeholder needs to develop practical short-term and long terms solutions.
  • Excellent business writing skills, conflict management skills, critical thinking, judgment, and political acumen to facilitate consensus and persuade/negotiate with various stakeholders.
  • Excellent relationship-building skills, ability to work progressively in ambiguity and complexity, and an intense desire to make a difference.
  • Proven ability to establish effective working relationships, communicating both verbally and in writing with all stakeholders, employees, client divisions, councillors and their staff.
